City of Lewistown City Council met April 24.

Here is the minutes provided by the Council:

The Lewistown City Council met in regular session in the Council Chambers. Mayor Elmer Littlefield called the meeting to order at 6:30 p.m. with the Pledge of Allegiance.

Roll Call: Present: Aldermen Clark, Kelley, Weese, Hough, Burget, and Mayor Elmer Littlefield. Also present: Wendy Martin from the Fulton Democrat, Larry Eskridge from Canton Daily Ledger, City Treasurer Debbie Brown, City Administrator Amanda Woodruff, City Clerk Cindy Goddard, police officer Eric Williams, City Attorney Nathan Collins, Doug Girth Chief, Chief of Police John Werland ABSENT: Alderman Spotloe.

Declaration Of Quorum by Mayor Elmer Littlefield

Clerks Report/Minutes: Cindy Goddard. Alderman Clark made a motion to approve the minutes of April 10, 2018, second by Alderman Hough roll call vote, the motion carried all ayes.

Treasurer’s Report: Debbie Brown. Debbie has nothing new to report.

Bills:

Alderman Burget made a motion to approve all bills properly endorsed; Seconded by Alderman Hough roll call vote, the motion carried with all ayes.

Public Comments And Petitions: None

Attorney’s Report: Attorney Nathan Collins. Nothing at this time.

Engineer’s Report: Keith Plavec. No Engineer present.

Committee Reports:

Finance – Alderman Clark: Nothing to report.

Sewer – Alderman Burget: Nothing to report.

Street & Alley – Alderman Hough: Evinn and Ben passed the spay test for weeds, only Ben can purchase the chemicals at this time. City now has 3 licensed employees to spray. Alderman Kelley questioned about central school road, is it going to get fixed, it is going to be patched per Mayor, will roll and patch.

Police/ESDA – Alderman Spotloe: Absent Alderman Clark asked about curfew, 16 and under 11:00 on weekends and holidays, 10:00 on school nights. Chief Werland working with school, putting together lock down procedures if shooter.

Water – Alderman Weese: Nothing to report.

Utilities/Publications – Alderman Kelley: Nothing to report.

Buildings and Grounds – Alderman Kelley: They have started on the roof of the city building, should be done by Friday. Monument update, Dave Levingston offered spot at Trailer Park right before the edge of town; he had stated he did not want a lot of plants around it, only a light. Amanda she wants to have flowers and scrubs around the Arrow Head Stone. Scott Welker said the city could put it on his property a little further out. They are going to check with him again.

Tourism – Mayor Littlefield: Nothing to report. The Nature Conservancy had open house, with ribbon cutting ceremony, it went well.

Old Business:

A. Discuss FY2019 Advisory Budget - Mayor Purposes a 3% rise. Alderman Hough made motion no second. According to Chief Werland his pay is equivalent to the county and the part-time is equivalent to other towns. The new police officer is in his 3 1⁄2 months training now. Alderman Burget made a motion to approve the FY2019 Advisory Budget, second by Alderman Kelly, roll call vote, Alderman Clark yes, Kelley yes, Weese yes, Hough no, and Burget yes, motion carried.

B. Discuss/Approve Bear Creek Genetics Pre-annexation Agreement – Alderman Burget made motion to approve Bear Creek Genetics Pre-annexation agreement, second by Alderman Weese, roll call vote motion carried all ayes.

New Business:

A. Discuss/Approve Ordinance and TIF Agreement for Fulton County Farm Bureau - Alderman Kelley made a motion to approve ordinance and TIF Agreement for the Fulton County Farm Bureau, second by Alderman Burget roll call vote, motion carried all ayes.

B. Discuss/Approve Amending Ordinance related to Attendance by Other than Physical Presence of Council Meetings. - Ordinance says the councilman has a right to attend but does not say they can vote. If call in maybe put a limit on it, such as twice a year. Alderman Clark said regarding county board you have to be present to vote. The mayor wants to add that you can attend electronically, but cannot vote. Attorney Collins said the law says that the public body votes to allow the individual to vote when not physically present. Can add to the ordinance that they not allowed to vote. Cannot limit how many time an alderman attends by audio conference. Mayor Littlefield wants to know if person gets paid for attending electronically, all agree no. Table at this time.

C. Closed Session, approve March 13 Minutes

Alderman Burget wants to know if there is an ordinance or provision regarding living within 20 mile limit for employees. Current personnel policy needs to be updated. Per Nathan need to revise and approve personnel policy.

Adjournment: Alderman Burget made a motion to adjourn at 7:21 p.m.; Seconded by Alderman Clark motion carried all ayes.
