Meeting 11

City of West Peoria Finance Committee met May 2.

Here is the minutes provided by the Committee:

1. Chair Meismer called the meeting to order at 5:00 p.m.

2. Members present were Chair Meismer and Alderperson Martindale. Absent was Alderperson Siewert. Also present were City Administrator Krider, Finance Assistant Finan, and Clerk Barnes. Mayor Dillon joined the meeting at 5:04 p.m. Alderperson Dohm joined the meeting at 5:27 p.m.

3. There were no Additions to/or Deletions from the Agenda.

4. A Motion to approve the Minutes of the regular meeting on April 4, 2018 was made by Alderperson Martindale and seconded by Chair Meismer. Motion carried.

5. A Motion to receive and file the Financial Reports for February 2018 was made by Alderperson Martindale and seconded by Chair Meismer. Motion carried.

A Motion to receive and file the Financial Reports for March 2018 was made by Alderperson Martindale and seconded by Chair Meismer.

Motion carried.

6. There was no Public Comment offered.

7. There was no Old Business.

8. New Business

9. A Motion to approve and recommend to Council payment of residential TIF 1 reimbursement in the amount of

$1,000 (line item 15-00-507) was made by Alderperson Martindale and seconded by Chair Meismer. Motion carried.

10. A Motion to approve and recommend to Council payment of commercial facade reimbursement in the amount of $2,500 (line item 01-11-503) was made by Alderperson Martindale and seconded by Chair Meismer. Motion carried.

Question: Is this the Pool Hall on Farmington Road? Yes. I just didn't recognize the name.

11. Review Permit Fee Schedule is to be done over the next month. This is the current, and City Administrator

Krider is hoping to get comparisons with other municipalities of comparable size.

Question: How are things going with the programs this year? May 1st, three or four were lined up to get in to get their applications: Ten (10) have already been taken for the Residential Reimbursement Program, TIF 1 applications are picking up this year, too. 1 Façade Program application was waiting, too. The money is going to go fast this year.

a. Set FY 2019 Goals

Goals for the FY 2019 are as they were last year:

1. Pursue a fiscally prudent policy of overall spending of revenues by the City of West Peoria and make sound investment decisions.

2. Explore and utilize appropriate methods of maintaining and /or increasing revenue.

3. Establish and review short-term plans to utilize TIF funds for Redevelopment.

a. Commercial Renovation Program

b. Commercial New Construction Program

c. Residential Rehabilitation Program

4. Receive a "clean" audit report

5. Research funding and grant-making opportunities

6. Review and continually refine:

a. Permit fee schedule and fine schedule

b. Personnel Manual/Salary Scales

c. Service Contracts

d. Franchise Fees

e. Paint Program

7. Do a complete analysis of City Accounting needs, both professional and technical.

Question: This means what? Checking on what might be needed for our accounting.

Will the state force us to change from using LOCIS? Looks like not for municipalities our size. City Administrator Krider will memo when she hears about this.

She also heard from IML - Illinois Municipal League - that they had few claims this year so are passing on the savings to us. Our insurance premiums will not be going up this year.

Also, there is a pre-audit letter to be read on the back of the permit fee schedule.

8. Funding for a new City Hall Building

Monies have been allocated again for this already, so the auditor won't be worried about what we are doing with them.

12. Review of Bills was done by the Committee.

13. A Motion to Adjourn was made by Alderperson Martindale at 5:32 p.m. and seconded by Chair Meismer.

Motion carried.
