City of Chillicothe Public Safety Committee met October 2.

Here is the minutes as provided by the committee:

The Public Safety Committee met on October 2, 2018 at 4:30 p.m. in the council chambers at City Hall.


Present:    Chairman Hughes, Alderman Sharp, Alderman Braun

Others in attendance:    Clerk Hurd, Mayor White, Fire Chief Benisch, Office Manager Passage, Alderman Jenkins

Absent:      Police Chief Mettille

Chairman Hughes called the meeting to order t 4:30pm

Chairman Hughes stated that if there were no objections he would like move agenda item Public Comment to the beginning since he was informed that there was an individual that would like to address the committee but cannot stay until the end of the meeting and if needed he would open the meeting up for Public Comment at the end of the meeting. There were no objections.

Public Comment:

Tiffany Moore appeared before the committee. Ms. Moore expressed concern over motorized bicycles being on the public streets. She informed the committee of two different incidences where she had close calls with the motorized bicycles. She asked the committee to consider some rules and regulations. Mayor White told the committee that he would research and bring back for discussion at the next Public Safety Meeting.

Budget Review

Office Manager Passage led a review of the budget. She reported that all departments are in-line with expenses

Special Event Request – Christmas Parade:

Clerk Hurd presented a Special Event Request Held on Public Property the Chillicothe Chamber of Commerce for the annual Christmas Parade to be held on November 17, 2018. The consensus of the committee was to seek council approval for the event.

Fencing Ordinance – Commercial:

Office Manger Passage informed the committee that in the city code there are rules and regulations for residential fencing. She informed the committee that if they would like to have rules and regulations for commercial property fences the city would need to outline those rules and regulations and add them into the city code. Discussion was held. It was the consensus of the committee to have the city attorney draft some bullet points and have a discussion at the next Public Safety Meeting.

Amendment Golf Cart Ordinance – Trailers:

Office Manager presented a draft of a proposed ordinance from the City Attorney. The ordinance was reviewed and discussed. It was the consensus of the committee that some more changes need to be made (such as the fee for trailer) and discussed at the next Public Safety Meeting.

Amendment Secondhand Dealers Ordinance:

Mayor White explained that the change in ordinance has come to light from discussion/complaints from Dana Bannister in regards to the record keeping of the sale of goods. Clerk Hurd suggested that the Mayor, City Attorney, and Clerk Hurd review the section of the city code and report back.

Sale of Police Vehicles:

Office Manager Passage reminded that the bids for police vehicles are due October 15, 2018.

Police Update:

No report

Fire Update:

Chief Benisch presented the September report. The report was reviewed and discussed.

New/Old Property Maintenance:

Office Manager Passage reviewed 2 old properties and 2 new properties.

Old: 1405 Finney. Letter was mailed and received. She informed the committee that on October 8, 2018 the owner will receive a notice to appear if no repairs have been made.

Old: 1623 Benedict: Letter was mailed and returned. Discussion was held. The consensus of the committee was to have a police officer hand deliver a notice to appear.

New: 1403 North Second Street. Maintenance Code Violation Report was reviewed by the committee. The consensus of the committee was to send the owner a Notice of Violation with 30 days to repair.

New: 1314 North First Street. Maintenance Code violation Report was reviewed by the committee. The consensus of the committee was to send the owner a Notice of Violation with 30 days to repair.

                                             Old Business

Parking – Second Street Between Walnut and Chestnut:

No Action

Emergency Prepredness Plan:

No Action

Rezoning 721 Third Street:

Office Manager Passage informed the committee that the Plan Commission will meet later in the evening to decide on a recommendation to the Council. This will be an Agenda item for next Council meeting.
