City of Chillicothe Public Safety Committee met November 6. 

Here is the minutes as provided by the committee:

The Public Safety Committee met on November 6, 2018 at 4:30 p.m. in the council chambers at City Hall.


Present:  Chairman Hughes, Alderman Sharp, Alderman Braun

Others in attendance:  Clerk Hurd, Mayor White, Fire Chief Benisch, Office Manager Passage, Police Chief Mettille, City Attorney Seghetti, Alderman Connor

Absent:   None

Chairman Hughes called the meeting to order t 4:30p

Budget Review

Office Manager Passage led a review of the budget. She reported that all departments are in-line with expenses.

Point of order was called by Mayor White. Chairman Hughes apologized and recognized anyone in the audience wanting to make public comment. Two parties in the audience requested to be heard during property maintenance. Chairman Hughes agreed.

Mayor White suggested to Chairman Hughes that due to time restrictions, agenda items Fencing Ordinance, Secondhand Goods and Amendment be referred to the end of the meeting. Chairman Hughes agreed and called for agenda item Motorized Bicycles.

Motorized Bicycles:

Chief Mettille passed out an ordinate drafted by the city attorney. City attorney led discussion on the ordinance. Discussion was held on licensing or prohibiting the use of motorized bicycles on public property. Chairman Hughes expressed concern on safety and the need to regulate. After a lengthy discussion on safety issues of the motorized bicycles it was the consensus of the committee to have the Attorney, Mayor, Police Chief and City Clerk reach out to other communities for examples of regulations and report back at the December meeting.

Salary – Fire Chief:

Chairman Hughes questioned Chief Benisch if he was now doing the office work since the office manager resigned. Chief Benisch informed the committee that the duties were being done be members of the organization and that he did not feel the need for compensation of those duties at this time.

Sale of Police Vehicles:

Police Chief Mettille reviewed the bid specs and informed the committee that Shawn Crabel was the high bid for both vehicles. Copy of the bid specs attached. The consensuses of the committee was the sale of both vehicles be placed on the next city meeting council agenda.

Police Update:

Chief Mettille presented the following reports:

Ordinance Zone Statistics – September & October

Impound Vehicles – September & October

Chief Mettille informed the committee that the IVC School District Superintendent had expressed an interest in a second full time School Resource Officer to cover the grade schools and Jr. Highs. He stated that he will keep the committee informed on the discussions with the School District.

Fire Update:

Chief Benisch presented the October report. The report was reviewed and discussed.

Chief Benisch requested that the committee seek council approval for 1 Ram-air gear dryer in the amount of $9,029.20 to be funded from the fire protection fund. The committee agreed to seek council approval.

New/Old Property Maintenance:

Old: 1405 Finney. The owner, Carl Lee addressed the committee. He questioned the committee what would be required of him in order to get the property in compliance.

Mr. Lee informed the committee that he is self-employed and is doing the work as he can afford. Chief Mettille addressed the safety issues to the property and told the committee that the owner was issued a notice to appear and has a December 20, 2018 court date.

Mr. Lee asked if covering the entrance to the structure be sufficient.

Mayor White asked that he bring a written plan to the December Public Safety Committee for consideration. Chief Mettille requested that he have a time frame of work completed in the written plan. The consensus of the committee was to have a review of the plan at the next committee meeting before the owner’s court date.

Old: 1314 North First Street. Clerk Hurd informed the committee that each of them has a copy of a letter received today form the owners of the property. The committee took a moment to review the letter.

Mr. and Mrs. Daniel Carter, owners of the property appeared before the committee. Mr. Carter asked the committee for 1 year extension to complete the siding on the property due to him having health issues and unable to work. He informed the committee that he did not have the money to complete the project at this time. A lengthy discussion was held. The owner was told the city would like to see progress and compliance on the property. The consensus of the committee was to give the owner until July 1, 2019.

Old: 1623 Benedict: No Report

New: 422 Wilmot: Maintenance Code Violation Report was handed out to the committee and the property will be placed on the December agenda.

Fencing Ordinance – Nonresidential Property:

Office Manger Passage updated the committee that information is being gathered and the topic will be reviewed at the next meeting.

Secondhand Dealers Ordinance:

The City Attorney informed the committee that a review of the ordinance is being done. Discussion was held on the possibility of separating Pawn Shops and Secondhand Goods. The topic will be place on a future agenda.

Amendment to Chapter 78 – Sidewalk Café:

Mayor White informed the committee that they all have a copy of the proposed ordinance to review. The topic will be place on a future agenda.

Mayor White informed the committee that they all have received a copy of the report for review.

No report
