City of Chillicothe Public Safety Committee met Dec. 4.
Here is the minutes provided by the committee:
Present: Chairman Hughes, Alderman Sharp
Others in attendance: Clerk Hurd, Mayor White
Police Chief Mettille, Fire Chief Benisch
City Attorney Seghetti, Alderman Jenkins
Absent: Alderman Braun
Chairman Hughes called the meeting to order at 4:30pm. Chairman Hughes asked if there would be any objections to reviewing the Old Business items first, there were no objections.
BUDGET REVIEW
Department Heads will review their budget during department update.
OLD BUSINESS
MOTORIZED BICYCLES:
Citizen Tiffany Moore appeared before the committee with concerns about motorized bicycles on the public streets. Chief Mettille informed the committee that he has been reaching out to other communities on how and if motorized bicycles are regulated. He told the committee that most communities are not in favor of motorized bicycles on public streets. Attorney Seghetti questioned the number of bicycles are on the streets. Chief Mettille estimated a dozen. A lengthy discussion was held concerning safety concerns and how to regulate motorized bicycles. After discussion it was the consensus of the committee to have Chief Mettille to continue to research the topic and report back at the next meeting.
NEW/OLD PROPERTY MAINTENANCE:
Old: 1623 Benedict: Chief Mettille informed the committee that the property owner has removed the structure.
Old: Mr. Karl Lee of 1405 N Finney Street appeared before the committee. Mr. Lee submitted a plan for a new roof on the garage and requested that he be allowed until July 31, 2019 to complete. Discussion was held. The consensus of the committee, with recommendation from Chief Mettille, was to rescind the notice to appear, give him the extension and to have him check with Office Manager Passage in regards to any permit needed.

GOLF CART ORDINANCE:
A short discussion was held. The committee would like to hold further discussion the next public safety meeting.
OLD BUSINESS
FENCING ORDINANCE – NONRESIDENTIAL PROPERTY: No report. Topic will be reviewed at the next meeting.
OLD BUSINESS
SECONDHAND DEALERS ORDINANCE:
The City Attorney reviewed what was discussed at the last meeting. Discussion was held on the possibility of separating Pawn Shops and Secondhand Goods. The consensus was to have City Attorney draft an ordinance regulating Pawn Shops to bring back to the next committee meeting.
OLD BUSINESS
AMENDMENT TO CHAPTER 78 – SIDEWALK CAFÉ:
Mayor White and City Attorney gave a review of the proposed ordinance. Discussion was held. The consensus of the committee was to present ordinance to the council for a first read at the December 10, 2018 meeting.
City Attorney left the meeting at 5:11pm
SCHOOL RESOURCE OFFICER:
Chief Mettille informed the committee that Dr. Allison Superintendent of IVC School District and the School Board has requested a second School Resource Officer. Chief Mettille told the committee that the cost for the additional SRO would be:
2019-2020 FY: $83,470 (Salary & Benefits) + $24,000 (Pension) for a total of $107,470.00/yr.
For the 2019-2020 FY the School District has agreed to pay 70% of the cost ($75,229.00).
For the 2020-2021 FY the School District has agreed to pay a.03% increase for a total of $77,485.00. For the 2021-2022 FY the School District has agreed to pay a.03% increase for a total of $79,809.00.
Chief Mettille informed the committee that the cost to the city would be approximately $32,000.00. He told the committee it could- be less because of utilizing the new officer to cover overtime during the summer months.
A lengthy discussion was held. It was the consensus of the committee was to seek council approval at the December 10, 2018 meeting.
POLICE UPDATE:
Chief Mettille reviewed his department budget. He reported that his department is in-line with expenses.

The properties were reviewed. It was the consensus of the committee to start the property maintenance process on all three properties.
FIRE UPDATE:
Chief Benisch presented the October report. The report was reviewed and discussed.
Chief Benisch reviewed his department budget. He reported that his department is in-line with expenses.
