How did Jeffrey Lower spend campaign funds in the first quarter?

Republican Jeffrey Lower's election campaign committee, Citizens for Jeffrey Lower for Sheriff, spent $17,621 in the first quarter, according to committee expenditure records obtained from the Illinois State Board of Elections (ISBE).

Lower's committee spent the most on production media expenses in the quarter, with all those payments ($8,072) going to Moss Advertising in East Peoria. Table 1 below shows the distribution of how Lower's committee spent its money in the first quarter.
