Village of Somonauk Board of Trustees met May 9.

Here is the minutes provided by the board:

Village President Grandgeorge called the meeting to order at 6:00 p.m. Attending: Trustees: Conley, Eade, McMillen and Whiteaker.

Minutes:

MOTION:

Trustee Eade moved to approve the minutes for the April 10, 2019.Whiteaker seconded the motion and the following voted: Whiteaker-yes, Eade-yes, Conley-yes, McMillen –yes.

Trustee Eade moved to approve the minutes for the April 25, 2019.Whiteaker seconded the motion and the following voted: Whiteaker-yes, Eade-yes, Conley-yes, McMillen –yes.

BILLS:

Bills were presented in the amount of $80,267.38. Morphey stated extra bills: Braniff Communications (yearly dues), DeKalb County Treasurer /Collector NEW tower tax $1,359.24, DeKalb County Treasurer/ Collector Steven’s tax $1117.70, Heartland Bank and Trust (interest payment on GO Bonds) $7,800.00, Osland Excavating (1/2 building demo, IEPA (tower payment) $44,487.00.

Motion:

Trustee Eade moved to approve the bills to May 09, 2019 in the amount of $80,267.38. Trustee Whiteaker seconded the motion and the following voted: Conley-yes, Eade-yes, McMillen- yes and Whiteaker- yes.

Communications:

President Grandgeorge asked Jake Whiteaker to step forward to be sworn in as a 4-year trustee. Next was Trustee Richard McMillen. Chief King next swore in Aaron Grandgeorge as Village President.

Motion:

Eade moved to accept the list presented by the Village President for approval for the 2019-2020 Fiscal year. Conley seconded the motion and the following voted: Conley-yes, Eade-yes, McMillen- yes and Whiteaker- yes.

Report of Officers:

Police:

Chief King presented his report for review. Prom had taken place with no issues had taken place everything went smooth. King reported he and President Grandgeorge and Morphey had been working on an Emergency Preparedness manual which was one of his requirement in accepting the Chief position. The Fire Department and committee is in the process of reviewing and should ready for passage next month. He reported the PD had been contacted by the School for use of the Police Department for the Memorial Day barb-a-que celebration on May 27th. He had met with a Com Ed representative who was going to evaluate any saving the Police Department could have. King reported he and Morphey had worked on a grant for $6100.00 for new computers for the squad cars and. Somonauk had receive $3000.00. The rest will be funded from the budget. The Police Department and the Village have been working on Vehicle sticker for 2018-2019, getting ready for 2019-2020. Greg Flowers from Sandwich had been hired for a part time patrol officer.

Water & Sewer

Eiper reported there was a water leak on DeKalb St. He had been running the pump at Sycamore St. He had read meters and was working on servicing and change oil at the sewer plant.

Streets & Alleys:

Wasson presented his report. He had been filling pot holes all over and working on the 2019 street program and working with Heinz on the North St. program. Morphey stated she and Wasson were meeting hopefully next week on the $200,000.00 grant the Village had received.

Whiteaker asked if there were plans for any striping DeKalb St. and RT 34 need to be done Wasson replied at this point no, but it will depend on the 2019 Street program.

Committee Reports:

Water & Sewer: Eade presented a request from Public Works to have the water tower inspected and cleaned. This is something done every 5 years and this would be the second

time to be done. They will clean the tower first and then do the inspection.

Motion:

Trustee Eade moved to have National Wash Authority, LLC dba Midwest Mobile Washers wash and clean the water tower for an amount not to exceed $6000.00. Trustee Whiteaker seconded the motion and the following voted: Conley-yes, Eade-yes, McMillen- yes and Whiteaker- yes.

Trustee Eade moved to have Dixon Engineering& Inspection Services to inspect the water tower for an amount not to exceed $3500.00. Trustee Whiteaker seconded the motion and the following voted: Conley-yes, Eade-yes, McMillen- yes and Whiteaker- yes.

Finance:

Morphey presented the 2019-2020 Budget totals, projected projects and fund transfer. The budget looked pretty good. It does reflect the $200,000.00 for SRTS, which will be reflected for 2 years. Morphey asked if anyone had any questions and it anyone would like to sit down with her and go line item by line item.

Motion:

Whiteaker moved to accept the Budget for the 2019-2020 Fiscal year. list of liquor, gaming, and tobacco licenses for the 2019-2020 fiscal year. Conley seconded the motion and the following voted: Conley-yes, Eade-yes, McMillen- yes and Whiteaker- yes.

Laws& Ordinance:

Morphey reported she had accepted an application for a variance for the property at 230 S. Cherry St. The applicant is interested in purchasing the village owned property but needed a variance to be able to build a house. The applicant followed all rules and regulations and the PZC met on May 6, 2019 and recommended the approval be moved to the Village board for final approval.

Motion:

Whiteaker moved to adopt Ordinance 19-03 an ordinance granting variation for certain Property (230 S. Cherry St.) in the Village of Somonauk, DeKalb and LaSalle County. McMillen seconded the motion and the following voted: Conley-yes, Eade-yes, McMillen- yes and Whiteaker- yes.

Employee Relations:

Conley reported that the Union and the committee would be going to mediation on June 3, 2019 at 11:00 am.

Street & Alley’s

McMillen presented a letter from the engineer about the 2019 Street Program. The scope of work is to be performed on Governor Beverage Highway.

Motion:

McMillen moved to pass a maintenance resolution (Form BLR 14220) appropriating available funds from Motor Fuel Tax Account fund to the Year 2019 Street Maintenance Program. Conley seconded the motion and the following voted: Conley-yes, Eade-yes, McMillen- yes and Whiteaker- yes.

McMillen moved to approve the Maintenance Agreement (BLR 05520). Eade seconded the motion and the following voted: Conley-yes, Eade-yes, McMillen- yes and Whiteaker- yes.

McMillen moved to approve the Estimate of Maintenance Cost (BLR 14231). Eade seconded the motion and the following voted: Conley-yes, Eade-yes, McMillen- yes and Whiteaker- yes.

McMillen reported he, Grandgeorge and Wasson had met on Magnuson Lane concerning the drainage in the area. McMillen feels there is an area if it were shaped a small amount on the east side it would hold the water and prevent it from flowing over the road. There are several culverts plugged or crushed and in need of replacement. The question was asked whose responsibility is the culvert. Culverts fall under the home owner responsibility. The Village has no program for culverts replacement. This has been an ongoing problem.

McMillen moved to accept the proposal from Midwest Dirt works for:

Grandgeorge stated that Chief King had placed the DeKalb County Dispatch information in everybody’s box. He had called Ken/Com and was waiting for numbers from them. He would like a decision at next month’s meeting as to what direction the Village going to go. Eade asked he had heard from the Village Attorney. Grandgeorge stated he had just heard and had not had time to even read the email.
