11-A. MOTIONS FROM ADMINISTRATION

11-A(1). Motion to accept the donation of property at 802 West “C” Street (St. Clair County Permanent Parcel No. 08- 21.0-320-001) from Senior Citizens Club and authorize the City Attorney to prepare a Quit Claim Deed to effectuate the property transfer.

11-A(2). Motion to provide letter of support to the East West Gateway Council of Governments for St. Clair County Transit District’s proposed application under the Congestion Mitigation and Air Quality Program for the Building Transit Ridership through New Routes, New Vision and New Networks Program.

11-B. MOTIONS FROM ORDINANCE AND LEGAL COMMITTEE

11-B(1). Motion to approve an ordinance amending Title XI (Business Regulations) by adding Chapter 123 (Adult-Use Cannabis), Sections 123.001 through 123.018.

11-C(1). Motion to approve 2019 Tax Levy.

11-C(2). Motion to approve the budget amendments as recommended by the Finance Director.

11-D(1). Zoom Convenience Store: Site Plan, Landscape Plan and Architectural Elevations for an 8,419 square foot Convenience Store (Zoom) with fueling stations for passenger and semi-trailer vehicles to be located at 9434 North DeMazenod Drive (Parcel Number: 07-03.0-300- 007). Ward 8 Planning Commission unanimously recommended approval with the stipulation curb lines and landscaping be adjusted to ensure adequate space for semi-trailer entrance and exit.

11-E. MOTIONS FROM ZONING BOARD OF APPEALS

11-E(1). 66 – DEC19 – Dale Sign Service Inc.: A request for a Sign Installation Permit for Area of Special Control to install two freestanding signs at 521 – 525 West Main Street (Parcel numbers 08-21.0-424-016 and 08-21.0-424- 015) located in a “C-2” Heavy Commercial District. (Applicable sections of the Sign Code: 155.052, 155.053) Ward 2. Zoning Board Recommended Approval by a vote of 6-0

11-E(2). 67 – DEC19 – M Property Services, LLC: A request for a Sign Variance to allow a freestanding graphic and supporting structure to extend more than 20 feet above the ground, exceed 12 feet in graphic height and exceed 100 square feet in graphic area at 9434 South DeMazenod Drive (Parcel number 07-03.0-300-008) located in a “C-2” Heavy Commercial District. (Applicable sections of the Zoning Code: 155.028 (B)(3)(4)(5)) Ward 8. Zoning Board Recommended Approval by a vote of 5-0-1

11-E(3). 68 – DEC19 – City of Belleville Zoning Code Amendment: A request for amendment of Title XV (Land Usage) of the Revised Ordinances of the City of Belleville, Illinois, Sections 162.233 (“C-1” Light Commercial District), 162.248 (“C-2” Heavy Commercial District), 162.263 (“C-3” Commercial District), 162.278 (“C-4” Commercial District), 162.308 (Light Industry District), 162.323 (Heavy Industry District) “Special Uses” with the addition of “Adult-Use Cannabis Dispensing Organizations; provided, they meet all the requirements of Chapter 123 (Adult-Use Cannabis)”. Zoning Board Recommended Approval by a vote of 6-0

11-E(5). 70 – DEC19 – City of Belleville Zoning Code Amendment: A request for amendment of Title XV (Land Usage) of the Revised Ordinances of the City of Belleville, Illinois, Sections 162.308 (Light Industry District) and 162.323 (Heavy Industry District) “Special Uses” with the addition of “Adult-Use Cannabis Infuser Organizations; provided, they meet all the requirements of Chapter 123 (Adult-Use Cannabis)”.

Zoning Board Recommended Approval by a vote of 6-0

PUBLIC PARTICIPATION (2-3 MINUTES PER PERSON)

(a) Members of the public may address the City Council in accordance with Section 2.06(g) of the Illinois Open Meetings Act (5 ILCS 120/2.06(g);

(b) Public comments are limited to three (3) minutes per speaker;

(c) The subject of public comments shall be reasonably related to matters(s) identified on the meeting agenda and/or other city business;

(d) Repetitive public comments should be avoided, to the extent practical, through adoption of prior public comment (e.g. agreeing with prior speaker);

(e) The following conduct is prohibited during public participation:

• Acting or appearing in a lewd or disgraceful manner; • Using disparaging, obscene or insulting language;

• Personal attacks impugning character and/or integrity; • Intimidation;

• Disorderly conduct as defined in Section 130.02 of this revised code of ordinances.

(f) Any speaker who engages in such prohibited conduct during public participation shall be called to order by the chair or ruling by the chair if a point of order is made by a sitting alderman.
