Here is the minutes provided by the council:

Mayor Eckert called this meeting to order.

Mayor Eckert explained the disaster procedures and reminded anyone speaking this evening to step up to a microphone because the meetings are being taped and posted the next day on the website.

Mayor Eckert called roll. Members present on roll call: Alderman Kinsella, Alderman Hazel, Alderwoman Duco, Alderman Randle, Alderman Ferguson, Alderman Anthony, Alderman Ovian, Alderwoman Schaefer, Alderwoman Stiehl; Alderman Elmore, Alderman Wigginton, Alderman Barfield.

Alderwoman Pusa, Aldemran Dintelman, Alderman Rothwciler, Alderman Weygandt, were excused.

PUBLIC PARTICIPATION

Rebecca Viall She would like a record ofher concerns: their home is adjacent to property that is functioning as a church. There is not adequate parking for them. The street is always full. When they are having church that is understandable; however, they need to have assigned parking space in the joint city/county parking garage at the comer of Lincoln and Church.

They have spoken with the pastor of the church; they have spoken with police officers and more recently Mayor Eckert and Alderwoman Stiehl.

Mayor Eckert advised the church has been there for many years and there has never been an issue. Mayor Eckert advised only 1/ 3 ofthe garage is rented. This will be addressed.

Lisa Bates She went into the garage at Lincoln/Church.and took pictures because there has been an ongoing issue with the garage. She leased three spaces and gave it up because there was always someone in her spots.

While taking pictures there were altercations with a car exiting the parking lot and church parishioners. The police arrived and advised her she should not have been in the garage taking pictures.

Jim Morris He rents a parking space in the garage for the last five years. He placed orange cones where his space is and five days later the cone were missing.

Jim Cervs He owns property across the street from the church. This problem has been ongoing since this church moved in and the one before. The curbs are not adequately marked but the City has since marked the curbs. They were given orange cones to mark their parking spaces, so no one parked in rented spaces.

Mayor Eckert advised this issue will be resolved.

Will Viall Alderwoman Stiehl has been wonderful regarding the issues with the church. Before the current owner ofthe church bought it, he was out looking at the church, so he spoke with him regarding parking spaces advising him he had four parking spaces. His solution is to replace the automatic gate to the garage. There are young families in the neighborhood.

PRESENTATIONS, RECOGNITIONS& APPOINTMENTS

Mayor Eckert recognized the character word of the month " perseverance" staying with a task; not giving up.

Carol Bartle presented a check from Shrines Parade 5k Committee to Parks & Recreation. Carol Bartle acknowledged City Clerk Meyer and Director of Public Works, Jason Poole for their help with the event.

APPROVAL OF MINUTES

Alderman Wigginton made a motion seconded by Alderman Randle motion to approve City Council Meeting Minutes February 18, 2020.

All members voted aye.CLAIMS, PAYROLL, AND DISBURSEMENTS

Alderwoman Schaefer made a motion seconded by Alderwoman Stiehl to approve claims and disbursements in the amount of$967,976.58 and payroll in the amount of$856,044.41.

Alderwoman Schaefer made a motion seconded by Alderman Barfield to amend 2020 Committee Commissions calendar. ( Electrical Commission moving to City Hall — 2nd Floor Conference Room)

Alderman Ferguson made a motion seconded by Alderwoman Stiehl to approve bid with Stutz Excavating Inc. in the amount of $19,050.00 ( TIF Funds) for the demolition of the following structures: 611 West` B" Street( Fire Dept Training) and 4830 Walter Street( Fire Dept Training).

PLANNING COMMISSION

Alderman Kinsella made a motion seconded by Alderman Hazel to approve Atif Khan: Site Plan for an approximately 8, 500 sfused car sales lot with an accompanying 750 sf office building and attached garage to be located at 900 Sherman Street( Parcel Number: 08- 15. 0- 424-028). Ward 1

Said Plat proposes subdividing parcel number 14-06.0-400-010, a 14.4 acre, " A- 1" Single-Family Residence zoned parcel located at the intersection ofIL Rt. 15 / Jefferson Road and Rock Hill Lane, into 26 parcels. All other street closures are rolling along bike route. RESOLUTION 3379 A Resolution requesting permission from IDOT to close Route 159 for the Veteran' s Day Ceremony, Wednesday, November 11, 2020.

Alderman Kinsella made a motion seconded by Alderwoman Duco to approve Motor Fuel Claims in the Amount of$74,600.74.

Alderman Elmore asked what the next steps are after the last Electrical Commission meeting; Mayor Eckert advised administration will be addressing in Ordinance and Legal Committee.

EXECUTIVE SESSION

Alderwoman Schaefer made a motion seconded by Alderman Ferguson to go into executive session to discuss personnel, litigation, workers' compensation, collective negotiation matters, property acquisition, transfer of property, review of executive session minutes( 5 ILCS 120/2).

All members voted aye.

Alderman Hazel made a motion seconded by Alderwoman Duco to authorize settlement in Potts vs. Laing and City the Belleville— 18- L- 478 in the amount of$ 15, 000.

Alderman Ferguson made a motion seconded by Alderman Wigginton to authorize settlement in Cooper vs. Lamom and City the Belleville— 14-L-481 in the amount of$ 13, 000.
