Woodford County Highway Department Road and Bridge Committee met March 6.

Here is the minutes provided by the committee:

1.Call meeting to order

2.Roll Call.

Dan Steffen (v-ch), Donnie Tolan, Josh Davis, Barry Logan all present. Richard Hill excused. Also present was the County Engineer Conrad Moore.

3.Review and consider meeting minutes of regular meeting on February 10, 2020.

Motion to approve February 10, 2020 minutes made by Tolan, seconded by Davis. Motion passed.

4.Review and consider minutes of past Executive Sessions.

5.Public comment.

6.Consider claims for the March 19, 2020, Board meeting.

Motion to approve March claims made by Logan, seconded by Tolan. Discussion on the trucks that are having problems. One truck is at Midwest and they are trying to find out what is wrong. Truck 13 went down during the snow storm and had to be towed back to the shop. There are charges for $180 to have the codes read and cleared. It was discussed that we might be able to find a code reader to have on sight and we could handle that here. Motion passed.

7.Old Business:

(a)Consider Access Ordinance amendments.

Mr. Moore is still waiting on the State’s Attorney.

8.New Business:

(a)Discuss and act on a petition for County aid for a culvert replacement in Partridge Township, Section 20-14116-01-DR.

Motion to approve the petition for County aid for a culvert replacement in Partridge Township made by Logan, seconded by Tolan. This is an intersection on Coon Creek Road and IL 26. There are flooding problems and the culvert needs to be replaced. The project will be around $15,000 and this is a 50/50 split with the township. This included gravel to raise the road. Motion passed.

(b)Discuss and act on spray patch oil quotes, Section 20-00000-19-GM.

Motion to approve spray patch oil quote from Steffens 3D for $33,440 and authorizing the County Engineer to execute the IDOT documents made by Tolan, seconded by Davis. We only received one quote. Dan Steffen abstained from the vote. Motion passed.

(c)Discuss and act on quotes for stockpiling materials (materials delivered to Highway Dept.), 20-00000-20-GM.

Motion to approve the quotes for stockpiling material from Reeser Trucker made by Logan, seconded by Tolan. We only received one bid. It was questioned if we send proposals to a list of people. We do send out to a list of people and it also goes on the State site. Last year we only had one bid also. 4 or 5 people pulled the specs, but we only received one bid. The price quoted is in line with what we have been paying with a slight increase. Motion passed.

(d)Discuss and act quotes for pit materials (material at the pit), 20-00000-25-GM.

Motion to approve all the quotes that we received and authorize the County Engineer to execute the required IDOT documents made by Logan, seconded by Tolan. We received four (4) quotes and will use the site that is most advantageous to the work site. Motion passed.

(e)Discuss and act on Woodford County Culvert bids, Section 20-00000-04-GM.

Motion to approve low bid of $30,549.64 from Contech Engineered Solution and authorize the County Engineer to execute required IDOT documents made by Davis, seconded by Tolan. Discussion on watching what is included on the bids. Motion passed.

(f)Discuss and act on cold patch quotations.

Motion to approve all quotes for cold patch not to exceed $10,000 made by Tolan, seconded by Logan. Motion passed.

(g)Discuss and act on Intergovernmental Agreement with IDOT for Section 19-00174-99-DR, County Highway 12 Permanent Repair Reimbursement.

Motion to approve intergovernmental agreement with IDOT made by Davis, seconded by Tolan. This is similar to the agreement that was done for Banta Road last month. This is for ditch repairs east of intersection with IL 26. We will be reimbursed for 80% of the project. These repairs have not yet been done. Motion passed.

9.Other:

Kirk Malec was honored at the Employee Recognition for 25 years with the County.

Next month we will have seal coat bids openings.

Next week Mr. Moore will be meeting with the road commissioner and the attorney regarding the road use agreement for the wind farms.

The Highway Department has done a great job of updating the website regarding weight limits on the roads.
