Village of Swansea Committees met May 18.

Attendees: Board President Leopold, Trustees Lanter, McDonald, McGuire, Neumeyer, Parker & Wells, Treasurer John Walter, Building and Zoning (B&Z) Director Dallas Alley, Police Department (PD) Chief Steven Johnson, Fire Department (FD) Chief Chris Tell, Director of Public Works Rick Tucker, Administrator Benjamin Schloesser, Clerk Lauren O'Neill, potentially other community members.

Motions: Trustees are presented with the individual that made the motion, followed by the person seconding the motion. Votes: Unless noted otherwise, votes are obtained by voice vote (roll call vote involves each voter stating their name and vote) and all votes are aye. PERSONNEL COMMITTEE - Meeting not held

FINANCE COMMITTEE - Held from 6:00 to 6:18 pm

1. General Fund Analysis April 2020 – Actual total revenues to date of $7.9 million total were a little higher than the $7.8 million budgeted. State income and use taxes were more than budgeted, while other categories were lower. Actual total expenses of $7.75 million were lower than the $8.37 million budgeted. Sewer revenues were less than expected and expense were more than budgeted. The Sewer operations are in the red more than $427K. COVID-19 has impacted the settlement of the Sewer lawsuit as official signoff on the settlement related to legal fees awaits the re-opening of the court house. Lanter, McGuire, Tucker, and Schloesser will review the sewer rates. Leopold and Schloesser obtained some feedback from Illinois American Water regarding the Village’s sewer rates, and the Village’s rates might be about $10 less than average. A neighboring community’s infrastructure issues with higher rates as a result were touched upon. The original cost of the plant was discussed as being about $21 million to $22 million. The Village’s sewer plant is about 12-years old and potential capital expenditures that might be required over the next 5 years could be as high as $9 million - $10 million. It was also noted that funds were set aside to address maintenance needs and these funds should also be reviewed before the Village increases sewer rates. The reviewers will be reviewing the available funds, debt services fees, expected short and long-term needs. The topic will be put on the agenda when the review is completed and the applicable data recapped.

COMMUNITY & ECONOMIC DEVELOPMENT - Held from 6:18 to 6:21 pm

1. Non-Agenda Item - Erb Equipment has been shut down due to COVID-19 restrictions. There is a willingness on the part of the Village to assist with the business’ opening as an essential business would be allowed to open during the time of COVID-19 restrictions. However, there is a potential that the business has other reasons that they may not be opening at this time. Alley will continue to talk with representatives of the business to offer assistance.

PUBLIC SAFETY COMMITTEE - Meeting not held

PUBLIC WORKS COMMITTEE - Held from 6:21 to 6:31 pm

Chairperson: Trustee McGuire Members: Trustees Lanter, McDonald, Neumeyer, Wells

1. Discussion Item Rebuild IL Grant Application – The application is due 6/15/20. The potential $25 million of feasible fast track grant funds that may be distributed on a first come basis. Alley and Schloesser are working with TWM and expect the Village’s grant application to be submitted by the end of the week. There may be a prioritization of the South-side of the Village (Hellen, Service, and other roads). The project would rebuild streets outside curb and gutters, remove sections and implementing a new base. It was noted where existing roads do not have curbs and gutters, they would not be added. The grant application might involve $1.5 million to $2 million.

2. Discussion Item MFT Grant Program – The TWM Engineering project costs of about $10K were passed in about November 2019 by the Village Board. The goal was to provide for better actionable items. And road improvement quality assessment guidance. Tanbark, Huntwood Court, and other roads are expected to be addressed. Alley and Tucker are reviewing the package of proposed road improvements.

3. Pump Repair Quote $4,100 with 1-year warranty of Motor Pump & Services, LLC with the repair of the pump used for non-potable water – Motion by McGuire, Neumeyer to forward the item to the Board. The comparative replacement cost is $24,600. It was noted that with the repair may last for several years.

4. Pump Replacement Quote of $4,800 of Motor Pump & Services, LLC – Motion by McGuire, Lanter to forward the item to the Board. Funds have been set aside for this pump replacement for the lift station. It was noted that resolutions were not prepared for this item or the above item as they were each less than $5K.

SWANSEA REPORT COMMITTEE - Held from 6:31 to 6:32 pm

Chairperson: Trustee Neumeyer Members: Trustees Lanter, McGuire, Parker, Wells

1. Non-Agenda Item – The 6 publications per year has provided the Village savings as expected for the reduction from 12 to 6 issues annually.
