Village of Swansea Village Board met Aug. 3.

Here is the minutes provided by the board:

Attendees: Board President Leopold, Trustees Lanter, McDonald, McGuire, Neumeyer, & Wells, Treasurer John Walter, Building and Zoning (B&Z) Director Dallas Alley, Police Department (PD) Chief Steven Johnson, Fire Department (FD) Chief Chris Tell, Director of Public Works Rick Tucker, Administrator Benjamin Schloesser, Clerk Lauren O'Neill. The public was invited to attend.

Absent: Trustee Parker.

Motions: Trustees are presented with the individual that made the motion, followed by the person seconding the motion. Votes: Unless noted otherwise, votes are obtained by voice vote (roll call vote involves each voter stating their name and vote) and all votes are aye. Content of meeting is presented within the marks “***”.

FINANCE COMMITTEE- Held from 6:00 to 6:10 pm

1. Tuition Reimbursement of $904 for Chase Lents – Tucker reviewed the 2 courses taken for the requested reimbursement and noted that he was not registered to take more classes. Motion to forward the item to the Board: Lanter, Wells.

2. Draft Ordinance: An Ordinance Declaring Personal Property Owned By The Village Of Swansea As Surplus, Specifically A Sunfire 6-Burner Commercial Stove With Griddle, And A Greenheck Exhaust Hood, Model Ghew-6.00-S, And Authorizing Them To Be Sold.. Motion to forward this item to the Board – Wells, McGuire. This item will be voted on by the Board at the 8/17/20 meeting. It is not an emergency item that requires a vote this evening.

3. Sewer Rate Discussion – Rollie Thouvenot will look at the needs of the Sewer Plant in relation to sewer rates. He will be donating his time. There may be some need to hire TWM to provide some flow studies or other data. It may be several more meetings before more information is available on the subject. The Mayor requested that he be called if there were any questions. The attorney has not been called to provide reviews on this current subject.

4. Draft Resolution / A Resolution Accepting The Professional Services Contract With The Regional Justice Information Service , 4255 West Pine Blvd, St. Louis MO 63108, To Provide Information Technology Support To The Village Of Swansea Through April 30, 2021. Motion to forward this item to the Board – Wells, McGuire. The contract expired at the beginning of the fiscal year. While the hourly rates increased, server maintenance charges decreased. While there have been some challenges in the last 6 months due to turnover at the entity, overall the support has been positive and the needed assistance with COVID remote work has been provided.

JUDICIARY COMMITTEE- Held from 6:10 to 6:31 pm

Members: Trustees Lanter, McDonald, McGuire, Neumeyer, Parker

1. Discussion: Modification to Video Gaming Code New Category providing for video gaming at laundromat(s). Currently there is one facility in Swansea and it is owned by McDonald Mobile Homes of which Trustee McDonald is a shareholder, and operated by a third party. The facility has operated as a laundromat since about 1963. Concern was noted of potential negative publicity for actions due to Trustee McDonald being a part owner in the business. Alley noted that he would attempt to mitigate any concerns related to publicity and take the steps to amend the code with the increase in liquor licenses and creating the new gaming category. McDonald will sustain from votes on this topic. If a tie vote resulted, the Mayor noted that he would support the changes allowing for gaming at laundromat(s). A neighboring community offers gaming at their facility.

2. Draft Ordinance: An Ordinance Amending Chapter 150 Of The Swansea Municipal Code Regarding The Adoption of International Residential Code Table R301.2 (1). Motion to forward this item to the Board – Wells, Neumeyer. Adoption of the International Residential Code Table was supported by the Code Appeals Board. The Board of Trustees will vote on this item at the 8/17/20 meeting.

3. Executive Session: “Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting.” 5 ILCS 120/2(c)(11). – It was note that an executive session meeting is not required at this time.

COMMUNITY & ECONOMIC DEVELOPMENT- Held from 6:31 to 6:49 pm

1. Draft Resolution / A Resolution Accepting a Bid from Environmental Operations Inc., 1530 South Second Street, St Louis, MO 63104, For Professional Services Related to The Demolition of Four Properties Located On Garden Street, Swansea, IL at a Price Not to Exceed $5,759.80. / The below item was addressed before this agenda item. / - Motion to forward this item to the Board – Neumeyer, Wells. The EPA environmental assessment will be addressed.

2. Draft Resolution / A Resolution Authorizing the President of the Board of Trustees and The Village Clerk to Affix Their Signatures to Various Documents to Purchase Properties Located at 1808, 1810, And 1812 Garden Street for The Amount of $205,000.00. / This item was addressed before the above agenda item. / - The acquisition supports development near the metro link area. The purchase price being about $10K more than the appraised value was noted. TIFI 1 funds will be used for the purchase. Motion to forward this item to the Board – McGuire, Wells.

Draft Resolution / A Resolution Authorizing The President Of The Board Of Trustees And Village Clerk To Accept The Bid From Lighting Associates, 3216 South Brentwood Blvd Webster Groves, MO 63119, For The Design And Purchase Of A Decorative Light Pole In An Amount Not To Exceed $11,024.00. - Motion to forward this item to the Board – Wells, McDonald. The discussion of buying from Ameren the existing street lights is now on the back burner. Ameren lights have above ground wiring. A faulty light near the Boul Avenue and trail head area will be replaced with the sample light depicted in the rendering, which was included in the Board’s packet. The rendering shows two (street/sidewalk) lights on the pole. The light is consistent with the Street-scape Master Plan. The wiring will go underground. Approval for the placement of the light has been obtained. The Illinois company does not charge shipping fees. If more lights are purchased, the cost may range from $7,000 to $7,500. A pole with a single light is cheaper. Similar lights from a California and New York company range from $10,000 to $12,000. In total 20 to 25 lights might be purchased, with 8 to 10 lights needed for the Boule Avenue and 161 area. Lighting grants will be sought. Dallas was thanked for his work.

1. Draft Resolution / A Resolution Accepting the Bid and Authorizing the President of the Board of Trustees to Execute a Contract with Christ Brothers Asphalt Inc., 820 S. Fritz St, Lebanon, IL 62254, In The Amount of $369,862.72 For The Project Referred to as “2020 MFT Street Overlay”. - Motion to forward this item to the Board – McGuire, Wells. The bids were reviewed. It was noted that some line items were not separately priced, but the price presented a complete bid for the project. The streets/drives being addressed include Huntwood Court, Huntwood, Tanbark, Timberlake, and Westwind.

1. September Report Articles – Potential park projects and potential donations to support the projects were touched upon. The Spooktacular project and the Santa House were reviewed. Other potential articles might address burning/bans in Swansea. Census participation will be encouraged in an article.
