Woodford County Road and Bridge Committee Met October 13

Woodford County Road and Bridge Committee met Oct. 13.

Here is the minutes provided by the committee:

1. Call meeting to order

The meeting was called to order at 8:03 A.M.

2. Roll Call. - Richard Hill, Dan Steffen, Barry Logan and Josh Davis were all present. Donald Tolan was excused. Also present was Woodford County Highway Engineer Conrad Moore.

3. Review meeting minutes of regular meeting on September 8, 2020.

Motion to approve September 8, 2020 regular meeting minutes made by Logan, seconded by Steffen. Motion passed

4. Review and consider minutes of past Executive Sessions.

None 

5. Public comment.

None 

6. Consider claims for the October 20, 2020, Board meeting,

Motion to approve October 2020 claims made by Steffen, seconded by Davis. Mr. Steffen will abstain from all claims for Steffens 3-D. It was asked about the different prices for drug testing. The pricing difference depends on the testing done. The type of drug testing done is by random draw. Sometime there is just a drug test, and sometimes there is a drug and alcohol test that need to be performed.

It was asked about the transmap work from Tri County. We have received a grant to have the roads in the county analyzed. They are still working on finalizing the pavement analysis in the county.

The 3rd and 4th quarter badge analysis for Troxler Electronic Labs is for the nuke gauge. This is for measuring density for soil and compaction. The badge is worn during the measuring, and then gets sent into the lab for radiation analysis. There are two people at the highway department that are certified to run that equipment - Conrad Moore and Doug Mullen, Motion passed.

8. New Business:

(a) Consider appropriating Motor Fuel Tax funds for FY2020/21 Estimate of Maintenance. 

Motion to approve appropriating MFT funds for FY 2020/21 estimate of maintenance made by Steffen, seconded by Logan. This is for $980,000 of the MFT funds for the purpose of maintaining streets and highways. Motion passed.

(b) Discuss and act on FY2020/21 roadway paint and glass bead purchase; 5,000 gallons of yellow paint; 4,000 gallons of white paint; 70,000 pounds of glass beads. 

Motion to approve participation in the state bid process for 5,000 gallons of yellow paint, 4,000 gallons of white paint, and 70,000 pounds of glass beads and authorizing execution by the County Engineer made by Logan, seconded by Davis. This is done every year with the bids taking place either the end of this month, or the beginning of next. The new paint striper has been delivered. Motion passed.

(c) Discuss and act survey equipment bids. 

Motion to approve the low bid from Kara Company for $22,201.80 for GPS equipment made by Steffen, seconded by Davis. Our current GPS equipment will soon be obsolete due to upgrades in the radio technology. Motion passed.

(d) Discuss and act on IDOT Intergovernmental Agreement for Asset Management Project, Section 20-00175-00-AM. 

Motion to approve the Intergovernmental Agreement with IDOT and appropriating $113,996.16 made by Logan, seconded by Steffen. This will be reimbursed at 80% ($91,196.93). We initially received a project grant from PPUATS for bridge asset management in the county. This agreement will allow for additional software for other assets in the county, such as culverts, guardrail, signs, and highways, Last year we received more money from PPUATS than what we paid in dues. Motion passed.

9. Other:

(a) Project Updates. 

Pictures were provided of the updates. The triple box culvert in Linn Township has been completed. The bridge in Green Township is about 90% done. The guardrails and seeding need to be completed, This road has been closed for over 15 years.

(b) MFT Fund Update. 

Tables were presented showing the announts we have received with the increase in MFT funds. Also presented was a table of funds from the Transportation Renewal Funds. It is about a 68% increase.

(c) FY 2020 Seal Coat Review.

The average cost seal coat was around $22,000 per mile. HFP was used to help stem the bleeding on CH 20. It is good for covering hot oil and sealing the road.
