PREVIOUS BUSINESS:

1) Ordinance 2021-060 – Approving an amendment to the official zoning map for 818 Cincinnati Avenue as recommended by the Planning Commission

Abstract

This ordinance approves a zoning amendment to change 11.8710 acres from Light Industrial to Light Industrial PUD for Creech’s Landscaping and Garden Center at 818 Cincinnati Avenue.

NEW BUSINESS:

1) Resolution 2021-063 – Authorizing the City Manager to apply for a Clean Ohio Fund NRAC Grant to support the purchase of approximately 60 acres of public park space

Abstract

This resolution authorizes a grant application for $2,235,000 from the Clean Ohio Trails fund to purchase 60 acres of land off of State Route 63 and perform trail improvements throughout the property to include paved surface trails.

2) Ordinance 2021-064 – Authorizing the City Manager to enter into a contract with Dirt Artisans to construct new mountain bike trails and associated amenities at the Premier Health Atrium Medical Center Bike Park as approved by an NRAC Grant

Abstract

This ordinance authorizes a contract with Dirt Artisans to design and construct approximately 4 miles of mountain bike trail at the Premier Health Atrium Medical Center Bike Park. Total cost of $200,070 will be offset by an NRAC grant of $150,000 with the remaining $50,070 being funded with the general fund.

3) Ordinance 2021-065 – Authorizing the City Manager to enter into a contract with Barrett Paving Materials for reconstruction of New Street and utility replacements and Declaring an Emergency

Abstract

This ordinance authorizes a contract with Barrett Paving Materials Inc. in the amount of $1,945,949.20 to reconstruct New Street between North Broadway and North Lane.

4) Resolution 2021-066 – Approving the 2022 City Staff pay plan

Sponsor: Messer, Mathews, Shope

Abstract

This resolution approves the 2022 City Staff Pay Plan, allowing for a 1.25% cost of living increase and a 1.50% performance increase for all non-union staff members. An additional employee performance bonus of $250 may also be distributed based on an evaluation of the City’s financial health and inflation rates mid-2022.

5) Resolution 2021-067 – Authorizing the City Manager to execute change orders to support additional paving work related to the 2021 paving program and Sycamore Street reconstruction

Abstract

This resolution approves paving work in areas identified with poor pavement and can be completed with currently budgeted funds.

6) Ordinance 2021-068 – Authorizing the City Manager to execute renewal agreements with various banks for the deposit of active funds per Ohio Revised Code Section 135.01 and Section 7.03 of the City of Lebanon Charter and Declaring an Emergency

Abstract

This resolution authorizes the renewal of agreements with LCNB, Sutton Bank and US Bank for the deposit of active funds.
