Village of Bellevue Village Board met July 27.

Here are the minutes provided by the board:

I. Roll call – Aaron Lannert, Judy Wight, Marty Schuettler, Sandi Cooper, Leroy Wiseman, Jenny Wilson

II. Approval of minutes from last meeting 07.13.2021 – (M) Judy (2nd) Aaron – All Approved

III. Approval of Bills 07.27.2021- (M) Leroy (2nd) Marty – All Approved

IV. Discussion from Residents- Craig Thompson-Thompson Electronics to install 2 Prefab Outside Storm Cellars (8x10x6 each) for the safety of staff. No electricity, no plumbing, FEMA Approved units, anchored to ground; Dean Merriman suggested waive fee. Discussion on next agenda

Steve Wilson mentioned Tingleff building was purchased by Indiana company converting the inside of building into approx.. 120 storage units with outside storage on property for boats, RVs and Campers. Zoned Industrial property. Members mentioned limiting the storage items and having privacy fence installed to minimize crime. Officer Cogdal said typical crime in area.

Tim has property at Starr Ln which UTVs are trespassing and causing criminal damage to his business, which is liability issue. If the trespasser(s) are not caught then the out of pocket damages are the responsibility of the property owner. Discuss between Tim, Officers Cogdal and Butterfield stating residents won’t call the Peoria County except Ross to assist police of apprehending the individuals or police are unable to apprehend vehicle(s). Lane Alster (atty) stated some properties are not apart of Village such as Railroad (it’s Federal property). Dean stated Village doesn’t have the funds to battle the Railroad. Tim wants

Village ordinance created for Village to assist Peoria County Police. Officer Butterfield stated our options are IVC Violation are handled by police, which fines are paid to County and police can impound the vehicle or create Village ordinance so the fines are paid to Village and officers can enforce as well as Village members would need to call to file the write violation ticket to individual if he/she is caught or have pictures, video and/or witnesses. They would need to show for court appearance. Lane stated Village doesn’t have the 24 hour police force like some other villages and Bellevue Village can’t impound vehicles. Lace Lannert & Francis Heskett agree UTVs and four wheelers are speeding on Village roads and not obeying stop signs/rules of road. On agenda for next meeting.

V. Discussion from Board- Aaron Lannert asked about clean up on Rt 116/Plank Rd; Steve Wilson spoke to worker and state won’t allow cut back due to environmental issues for animals, must have EPA approval to cut trees down during growing season.

Judy Wight asked Steve about deaf child signs being installed; Steve stated needed address on Anna St, Sandi said child lives by Nancy. Will be installed.

Judy Wight inquired about truck repairs and Dean stated truck was purchased in 2012.

VI. Discussion Bosch Rd Repair Nursing Home Sprinkler Pipe-Steve said Nursing Home has finished the signage issue which completed the agreement/discussions with placing Bellevue info for advertisement. Village to pay bill to repair sprinkler pipe. (M) Aaron (2nd) Judy; YES: Aaron, Leroy, Sandi, Judy then NO: Marty & Jenny – Majority Vote: Yes

VII. Discussion Blackshor Services (Kim Blackburn)-Phil Blackburn addressing concerns of new tenants and tenants continuing the 27-year business (same kind of existing business with new tenants). Lane stated he had discussions with Kim Blackburn, Dean Merriman and Steve Wilson, ordinance started in 1980s. No other access onto the property other than Bellevue Ave (Zone C 3). Existing and New tenants no longer use Semi trailers. Limited usage onto Bellevue Ave, can’t pass the corner and only turn left onto Bellevue Ave to access Rt 116/Plank Rd. Perkins Trucking was mentioned using Eisele Dr to pull out to access Rt 116/Plank Rd. Steve mentioned Special Permit with weight limit of 16 tons (32,000 lbs) in/out on Bellevue Ave. Village will enforce rules and restrict use of overweight vehicles and Bond needed for road damages. Delivery and garbage trucks are exempt (no restrictions).

VIII. Discussion UTV Use on VOB Public Roads- Discussed above in “Resident” section. On next agenda

IX. Discussion Moratorium Liquor License for 2 years- Dean wants to restrict issuing additional liquor licenses for next 2 years. Only when one liquor license is given up then it becomes available. Change in classification would be amending that license. Lane stated not formal moratorium. All Village Board Members agreed not to issue additional liquor licenses.

X. Discussion Decorum in VOB Meetings-Dean stated to reframe from unprofessional behavior.
