Call to Order

Chairperson Reneau called the meeting to order at 2:00 p.m.

Approval of Minutes

A motion to approve the minutes of May 24, 2021 was made by Mr. Watkins and seconded by Ms. Daley. The motion to approve carried unanimously (6-0).

Informational

• PCAPS Monthly Report

Ms. Spencer directed committee members to the submitted report. She remarked that animal intakes and calls for service have significantly increased over numbers from the past year. She stated that cat intake remodeling project has been completed and cat houses have been portalized. Sne remarked that the project doner will be visiting PCAPS to view the finalized remodel.

Mr. Reneau noted that while many of the statistics have seen an increase, the number of animal euthanized has decreased. Ms. Spencer commented that the decrease is partially due to the receipt of grants such as the cat intake remodel and intake diversion.

Ms. Spencer remarked that the fee waive promotion for adoptable cats worked well in reducing the number of adoptable animals at the shelter and would consider running the promotion in the future if the number of cats were to dramatically increase again.

• Workforce Report

Mr. Sorrel advised that the current report covers applicants, demographics, new hires and separations for July 2021 and a comparison of July 2020 and April July figures. He commented that 12% of positions are currently vacant. He noted that July hires do not necessarily represent positions that became vacant in that month, due to the length of time to fill the various positions.

Mr. Rieker noted that July 2021 saw 102 applicants as opposed to just 36 in July 2020, and asked why, with the great number of applicants, there are still open positions. Ms. Musselman advised that staff will review the statistical detail and report results at the September meeting of the committee.

• Worker’s Compensation & Liability Report

Mr. Sorrel advised that one-third of all liability claims (14 total) to date remain open, with several being multi-year claims. He noted that $20,000.00 in reserves remain for the current year’s three outstanding claims and nearly $34,000.00 has been paid to date on the six resolved 2021 claims.

Mr. Sorrel advised that 9 of 30 worker’s compensation cases filed in 2021 remain active, with a total of 17 cases remaining active in years 2016 through 2021.

Mr. Sorrel stated that just under $57,000.00 in reserves remain for the nine open and pending 2021 worker’s compensation claims and just under $40,000.00 has been paid to date on the resolved 2021 claims.

A motion to go into executive session to discuss a Worker’s Compensation Settlement was made by Ms. Daley and seconded by Ms. Pastucha. The motion carried unanimously (6-0).

EXECUTIVE SESSION

Regular session resumed upon a motion by Ms. Daley and second by Ms. Pastucha.

A motion to approve was made by Ms. Daley and seconded by Mr. Watkins. The motion carried unanimously (6-0).

Committee Action

• Review of Executive Session Minutes

Ms. Cordis Boswell advised that it is the recommendation of the State’s Attorney’s Office that all previously held executive session minutes continue to be held as the need for confidentiality still exists, and to destroy executive session audio recordings more than two years old, except those that relate to pending litigation.

A motion to approve the recommendation of the State’s Attorney’s Office was made by Ms. Daley and seconded by Ms. Pastucha. The motion carried unanimously (6-0).

The meeting was adjourned by Chairperson Reneau at 2:26 p.m.
