City of Minonk City Council met Oct. 11.

CALL TO ORDER: The special meeting of the Minonk City Council was held at City Hall and was called to order by Mayor Marcoline at 6:00 pm.
PLEDGE OF ALLEGIANCE: Mayor Marcoline
ROLL CALL BY CITY CLERK: Those in attendance: Council Members Lisa Junker, Julie McNamara, Travis Nix, Russell Ruestman, and Jonathan Stears.
ABSENT: Trent Ruestman
Also in attendance: City Administrator Bill Moline, City Clerk Leta Janssen, City Treasurer Steve O’Riley
REGULAR AGENDA:
A. Review Bids for City Garbage Contract
Council Member Junker moved to approve the Republic Services 6-year bid for residential garbage service including recycling, seconded by McNamara.

B. Discuss New Ambulance
Moline has acquired two quotes for a new ambulance to replace the Victor 12. Per Moline there is a 9-month lead time. Per O’Riley there is $214,000 in funding available to go towards a new ambulance. Unless the current quotes were acquired via the state bid process, the formalized bid process must be followed due to the dollar level. The item was tabled until the next meeting.
C. Discuss IMLRMA Insurance Renewal
Council Member R. Ruestman moved to approve the IMLRMA insurance renewal quote, seconded by Stears.

D. Amend Chapter 17.15 Fence and Walls
Moline will work on clarifying the language in the code to prevent future misunderstandings. Photos of acceptable and unacceptable fencing will be included. Suggestion was made for Moline to request photos of the intended fencing at the start of the permit process.
E. Discuss 917 Washington Street Fence
The fencing in question has been removed from the property. Council member R. Ruestman moved to approve Council’s support of City’s denial of the original permit and instruct the individual to take remedy with the Zoning Board if in disagreement, seconded by Nix. YEAS: R. ADMINISTRATORS REPORT: Moline updated Council on the following:
• The recent rains have delayed several projects.
• Hydrant flushing will be taking place.
• The gas tank on the vac truck needs repaired.

PUBLIC COMMENTS: Jim Liner commented on the fencing issue and the garbage contract cost increase to residents.
COMMITTEE REPORTS: None
CITY COUNCIL COMMENTS: Nix reported the High School Homecoming will be held at the Westside Park on Saturday, October 16. Stears thanked the city for sponsoring the band that played last Saturday evening. McNamara and Moline will be meeting with members of the Peoria Economic Development Committee regarding community improvements.
MAYOR COMMENTS: None
ADJOURNMENT: Stears moved that having completed the special meeting of the Minonk City Council the meeting is adjourned at 6:40 pm, seconded by Nix.
