City of Pekin City Council met Nov. 9.

City Clerk Sue E. McMillan confirmed that all Councilmembers were physically present except Councilmembers Orrick and Hilst. Mayor Luft declared a quorum.

John McNish spoke and thanked City Engineer Josie Esker for the great work on Court Street. Mr. McNish also questioned when the City Manager’s evaluation would be conducted and whether or not it would be graded. Lastly, Mr. McNish stated that a Councilmember that had a “hot” microphone on made an inappropriate comment about him while approaching the podium during the last meeting.
NEW BUSINESS
5.1. Ordinance No. 3034-21/22 Amending Chapter 4, Article 3, Division 5, Section 2-3 of the Code of the City of Pekin For Use of Historic Homes in Residential District for Special Events and Gatherings
Community Development Director Matt Fick explained the request for a special use for an event center. Mr. Fick pointed out that the premises had already been operating in such capacity since 2012. It was recommended to amend the code to allow the premises to be operated as an event center in a residential zoning area.
Councilmember Nutter questioned whether the ordinance amending the code referred to all historic homes and buildings prior to 1920.
City Attorney Kate Swise clarified that if another property in town were to meet the requirements it could apply for a special use.

Community Development Director Matt Fick explained to Council that the Zoning Board of Appeals met prior to the Council Meeting to recommend a special use request for Crossroad Properties, LLC for an establishment of an event venue in R-4 Residential at 420 Walnut and 1111 5th Street. Mr. Fick stated that input was received from the surrounding property owners with concerns about noise and lighting. The recommending body made no changes to the ordinance as drafted.
Councilmember Nutter requested clarification if the request was for only this specific property and whether there was a time restraint to use the special use permit.
City Attorney Kate Swise explained that the code had no restrictions on a special use as it was tied to the property. Ms. Swise continued to explain that if the us lapsed it would fail as a use.
A surrounding property owner spoke regarding the property and informed Council that there were shingles falling off the roof of the property into their yard.

Seeing no further action of the Council a motion was made by Councilmember Nutter to adjourn seconded by Councilmember Abel. Mayor Luft adjourned the meeting at 6:51 PM.
