Village of Bellevue Village Board met March 8.
Here are the minutes provided by the board:
I. CALL TO ORDER
The Village of Bellevue Mayor called the Village of Bellevue meeting to order at the Village Hall. He indicated that an audio tape recording was made of all discussions during the Regular Session.
The Meeting was called to order at 6:05 p.m.
II. ROLL CALL
Mayor Merriman asked for Roll Call Attendance to be taken by Mrs. Pesch.
Present: Trustee Martin Schuettler, Trustee Sandra Cooper, Trustee Leroy Wiseman, Trustee Jenny Wilson
Absent: Trustee Aaron Lannert, Trustee Judith Wight
Also in Attendance: Mayor Dean Merriman; Lane Alster, Village of Bellevue Attorney; Steve Wilson, Village Public Works; Matthew Raible, Village Zoning Officer; Theresa Noel, Village Treasurer; Susan Pesch, Village Clerk; Tim Menefee, Village of Bellevue Business Owner; Ross Pesch, Village of Bellevue Homeowner
III. ACTION ITEMS
A. Trustee Wiseman moved to approve the Regular Session Minutes held on February 22, 2022. Trustee Schuettler seconded the motion. There was no further discussion.

B. Trustee Schuettler moved to approve the Bills for March 8, 2022. Trustee Wilson seconded the motion. There was no further discussion.

IV. PRESENTATION FROM THE AUDIENCE
Mayor Merriman thanked the visitors in attendance and gave them an opportunity to address the Village Board.
A Village of Bellevue Homeowner stated that she had called Mr. Wilson last year about mowing in the front of her property for safety. There was an issue on Facebook with negative comments in regards to the situation. She was not happy about it. Mr. Wilson stated that he had heard about it but does not get on Facebook. He also stated that he did not repeat information from the conversation with the homeowner.
Mr. Menefee inquired about the status of a property in the Village with clean-up. Mayor Merriman commented that the Village is working on it.
Mr. Pesch inquired about the status with Peoria County in regards to the Union Pacific property. He informed Board members that there was already an issue with side-by-side off road vehicles and dirt bikes on the Union Pacific property. Mr. Wilson responded that he would call them. Once the weather warms up, they could walk the property. Mayor Merriman said that they could rent a golf cart type vehicle at Altorfer Rentals. It could be used to check out the property and also for clean-up along Route 116. This could be added to the next meeting for discussion.
V. ACTION ITEMS
A. Transfer Hamptons Cove to the Village of Bellevue. The Board members did not vote on this item. Mayor Merriman informed Board members that Hamptons Cove was never turned over to the Village of Bellevue. There was discussion in regards to the Village of Bellevue maintaining the street for 20 years. Mr. Wilson stated that the street will need to be resurfaced with tar and chip. Attorney Alster responded that he would work on getting a letter to Ric Krupps immediately. The item will be added to the next meeting for approval.
VI. INFORMATION / DISCUSSION ITEMS
A. Mayor Merriman reviewed the items on the Mayor’s Report.
1. Village Newsletter-Mayor Merriman stated that he spoke with Limestone Companion Animal Hospital in regards to a dog clinic. The Village Newsletter could include clean-up dates as well. He asked Board members for a couple of good dates for the Village garage sale. Mr. Wilson commented that clean-up would not consist of tires or mattresses. Mayor Merriman said that the newsletter could include information about the dog clinic, garage sale, and clean-up. Letters would be printed and sent out.

VII. NON-AGENDA BUSINESS BY BOARD MEMBERS AND VILLAGE EMPLOYEES
Mayor Merriman asked if there was any non-agenda business to be brought before the Board from either Village Trustees or the Village Employees.
Mr. Wilson passed out maps to each Board members which included replacement of culvert information. He asked each Board member to review the map and wanted to make sure they were fine with proceeding with his plan. Mr. Wilson also commented that residential culverts have already been purchased. The map included Village storm water issues that need repaired to EPA standards.
The information needs to be sent to the engineers for bids.
Mr. Wilson informed Board members that the Village needs to hire a maintenance worker this year. This individual would need to work on areas other than mowing grass. Mayor Merriman stated that the item could be added to the next Board meeting. Board members could discuss it and place an ad in the paper.
Mr. Wilson stated that he had to cancel his charge card due to fraudulent activity. The fraudulent charge was $399.00. Mrs. Noel informed Board members that it is a charge from a website that looks like a government type of website. Companies send out emails to try and get information from businesses. The email looks official. The previous bookkeeper was scammed. This was the reason they had Mr. Wilson’s credit card information. Attorney Alster commented that the website was not legit. Mrs. Noel stated that she reported it to Google. The Village will be reimbursed for the money that was charged.
Mrs. Noel informed Board members that 2 Certificate of Deposits were going to mature. She asked Board members if they wanted to do something else with the funds or roll them over. Rates would be going up. The Village has a CD at Peoria Heights Bank and another CD at Better Banks. She stated that they would not need access to the funds. Mayor Merriman responded to leave both to roll over.
Mr. Wilson stated that he has talked with a person interested in the last empty property on Bosch Rd. There is an issue with no retention drainage. He said that the Village could put a storm drain in so the individual could develop it. Funds could be taken from the TIF account for the work. Mayor Merriman mentioned that they could measure it and look at the structure.
VIII. ADJOURNMENT
Mayor Merriman asked for a motion to adjourn. Trustee Schuettler moved to adjourn the meeting. Trustee Wiseman seconded the motion.
Mayor Merriman commented that Board members have his phone number if they can think of anything for the Village Newsletter.
