Mason County Board met July 12.

Here are the minutes provided by the board:

Proceedings of a meeting of the County Board of Mason County, a meeting begun and held at the Mason County Courthouse located at 125 N. Plum, Havana, IL on Tuesday, July 12, 2022. The meeting was called to order at 9:00 a.m. by Chairman Kenneth Walker. Roll call was taken with the following members present: KENNETH WALKER, ELDON GARLISCH, RONALD KNOLLENBERG, DOROTHY KREILING, HUGH MCHARRY, BILL PARSLEY and SCOTT GARLISCH, seven being present and TONY GATHMAN being absent.

APPROVAL OF AGENDA

MOTION: E. Garlisch made a motion to approve the agenda as presented. Seconded by McHarry. Motion carried.

APPROVAL OF MINUTES

MOTION: Parsley made a motion to approve the minutes. Seconded by Kreiling. Motion carried.

APPEARANCES:

Seth Lane, Mason County IT Director, spoke to the Board about payroll, email and IMRF issues. Seth indicated that switching from Zobrio to DWD for our payroll should solve our payroll and IMRF issues; however, it would cost an extra $970 per year. He also recommended that we switch to Microsoft 365 for our email due to the cyber security email mandates. This will also be an added cost to the county based upon how many email users we have, but should improve the ongoing email issues and also satisfy the cyber security email mandate.

MOTION: E. Garlisch made a motion to approve the consent agenda. Seconded by S. Garlisch. Motion carried.

COMMITTEE REPORTS

Code Enforcement Officer Gage Shawgo reported that after issuing notices to several property owners at Hill Crest in Havana about excessive garbage in their yards, he has seen signs of improvement. He also noted that the EPA is looking at two properties at Hill Crest that have been used as a dumping ground.

Scott Garlisch reported that seal coating has begun on the roads used during the Glacier Sands Wind Farm project in Pennsylvania Township and that Allens Grove Township should start next week.

County Clerk Summer Brown reported that the primary election is over and that her office will close the election out today. The lottery will be held August 2, 2022 at 9:00 a.m. The Chamber of Commerce has submitted their request to us the courthouse yard and parking lot during the Oktoberfest. Brown noted that County Assessor Kristi Poler sent out letters to the board members letting them know that there were no changes in our district lines. Brown advised the board that Lee’s Superior Roofing won the bid for the jail roof project and that they will start by mid-September and complete by mid

October. Brown also noted that Ameresco has started their evaluation of our lights and electrical lines and has taken samples for asbestos testing.

RESOLUTION 2022-39 AMENDING A POLICY OF BEREAVEMENT LEAVE FOR CERTAIN COUNTY EMPLOYEES

The board then considered Resolution 2022-39 Amending a Policy of Bereavement Leave for Certain County Employees. (see board file for resolution)

MOTION: Knollenberg made a motion to approve Resolution 2022-39. Seconded by McHarry. Motion carried.

RESOLUTION 2022-40 APPROPRIATING A SUPPLEMENTAL RESOLUTION FOR MFT FUNDS TO FINAL OUT THE 2021 MAINTENANCE SECTION FOR THE HIGHWAY DEPARTMENT

The board then considered Resolution 2022-40 Appropriating a Supplemental Resolution for MFT Funds to Final Out the 2021 Maintenance Section for the Highway Department. (see board file for resolution)

MOTION: E. Garlisch made a motion to approve Resolution 2022-40. Seconded by Parsley. Motion carried by unanimous roll call vote.

RESOLUTION 2022-41 APPROVING A ZONING VARIANCE APPLICATION FROM MITCHELL DYE TO INSTALL A 9.9 KW DC GROUND MOUNT SOLAR ARRAY AT 18068 CR 1700N, HAVANA IL

The board then considered Resolution 2022-41 for Approval of a Zoning Variance Application from Mitchell Dye to Install a 909 kW dc Ground Mount Solar Array at 18068 CR 1700n, Havana, IL. (see board file for resolution)

MOTION: Parsley made a motion to approve Resolution 2022-41. Seconded by Kreiling. Motion carried.

RESOLUTION 2022-42 APPROVING AN APPLICATION FOR A SPECIAL USE PERMIT FROM NEXTLINK INTERNET TO ALLOW INSTALLATION OF A 120’ METAL UTILITY POLE WITH WI-FI ANTENNAS ATTACHED

The Board then considered Resolution 2022-42 for Approval of a Special Use Permit from Nextlink Internet to Allow Installation of a 120’ Metal utility Pole with Wi-Fi antennas Attached. (see board file for resolution)

MOTION: E. Garlisch made a motion to approve Resolution 2022-42. Seconded by Knollenberg. Motion carried.

APPROVAL OF CLAIMS

The following motion was then made concerning a list of claims paid in vacation presented to the board for review and approval:

There being no further business to conduct, the meeting was adjourned at 9:24 a.m. until the next regular scheduled meeting that will be held on August 9, 2022 at 9:00 a.m.
