East Peoria considers amendment dealing with electric vehicle charging stations: 'You know, the charging stations out here are free'

East Peoria City Council debated a proposed change in the city’s code regarding electric vehicle charging stations in business and manufacturing districts, but some city officials wondered how it would impact road repair funds.

During a Dec. 6 meeting, which was streamed on Facebook, council learned that the chance would permit charging stations in the business and manufacturing districts, which also would mean that anyone wishing to install a charging station would not be required to seek approval from the Zoning Board or council, and it was noted that the city has some charging stations on its land that are free to the public.

“I've been pretty vocal. You know, the charging stations out here are free,” Mayor John Kahl said. “They've been out there for a number of years. The ones over there are free. I have a hard time with it.”

Council noted during the meeting it was hoping to control the locations of charging stations after interest was expressed to place Tesla charging stations in the city. Kahl noted that a lack of taxes collected could impact the city’s coffers and there could be potential issues with the power grid going forward.

“The state gets the money,” he explained. “How am I going to fix my roads? So all of us continue to use the old-fashioned style, get to get to pay for all the road maintenance. And I have to go to a fueling station, pay my taxes to your point to fix the roads.”

After some discussion, it was noted during the meeting that the council should explore a fee for the use of the charging stations powered by the city.

Council also noted during the session that neighboring communities that provide charging stations require fees that can be paid by a credit card or telephone app.

While agreeing to approve the code change, it was noted during the session that a solution would be needed to ensure the city could fund road repairs.
