Village of Bellevue Board of Trustees met Nov. 22.

I. CALL TO ORDER
The Village of Bellevue Mayor called the Village of Bellevue meeting to order at the Village Hall. He indicated that an audio tape recording was made of all discussions during the Regular Session.
The Meeting was called to order at 6:00 p.m.
II. ROLL CALL
Mayor Merriman asked for Roll Call Attendance to be taken by Mrs. Pesch.
Present: Trustee Aaron Lannert, Trustee Judith Wight, Trustee Sandra Cooper, Trustee Leroy Wiseman, Trustee Ross Pesch
Absent: Trustee Martin Schuettler
Also in Attendance: Mayor Dean Merriman; Attorney Lane Alster; Matthew Raible, Village Zoning Officer; Steve Wilson, Village Public Works; Theresa Johanson, Village Treasurer; Susan Pesch, Village Clerk; Lace Lanner, Village Resident; William Snow, Village Resident
III. ACTION ITEMS
A. Trustee Lannert moved to approve the Regular Session Minutes held on November 8, 2022. Trustee Wiseman seconded the motion. There was no further discussion.

B. Trustee Lannert moved to approve the Bills for November 22, 2022. Trustee Pesch seconded the motion. There was no further discussion.

IV. PRESENTATION FROM THE AUDIENCE
Mayor Merriman thanked the visitors in attendance and gave them an opportunity to address the Village Board.
A resident inquired about having a portable shed. Mr. Raible stated that portable sheds were not allowed in the Village. Mayor Merriman commented that other individuals take them down. They are not allowed because it is not a permanent structure. The Village Ordinance reflects that they can be up for a two-week time period. Mayor Merriman stated that he would look at the language of the Ordinance.
A resident thanked the Village Board and wished everyone a Happy Thanksgiving.
Mrs. Lannert stated that there was a resident burning leaves during the day in the Village. She works at Norwood Primary School. The smell bothers several kids with asthma. Mayor Merriman said that the school needs to call the Fire Department. Mrs. Lannert responded that they have been called before with the same issue and nothing was done. Mayor Merriman stated that he would reach out to the Fire Chief. Mr. Raible can write a warning ticket for the homeowner that is burning the leaves during the day.
Mr. Snow inquired about the orange marks on his property line. Mr. Wilson stated that they had a complaint and needed to mark the property lines.
A resident commented that the snow removal is appreciated within the Village. Mr. Wilson and Mr. Raible do a good job with removing snow in the Village of Bellevue.
A resident inquired about neighbors fighting during the night. Mayor Merriman responded that the Sheriff’s Department would need to be contacted.
V. NON-AGENDA BUSINESS BY BOARD MEMBERS AND VILLAGE EMPLOYEES
Mayor Merriman asked if there was any non-agenda business to be brought before the Board from either Village Trustees or the Village Employees.
Trustee Lannert inquired about the Christmas Lights contest this year. Mayor Merriman asked for a show of hands for Board members interested in doing the contest. Attorney Alster stated that he would drive around on December 20 between 5:30 p.m. and 6:00 p.m. for the contest.
Trustee Cooper commented that awhile back there was discussion in regards to i3 Broadband. They are installing cables in Bartonville. The Village needs to check into getting rid of Comcast. Mayor Merriman stated that she could check into i3 Broadband for information. He did not think that Comcast has exclusive rights in the area. Trustee Cooper stated that people from Hanna City have commented on the good service from the company. This should give Comcast some competition
Trustee Pesch inquired about the Sheriff’s contract for the next agenda. The Village has businesses that are worried about dropping the contract. Mayor Merriman commented that he is meeting with Sheriff Watkins on December 5. For the nights that a Deputy is not patrolling in the Village, the Village should not be charged. Trustee Lannert commented that if they pull a Deputy from second shift, they should make it up on third shift or during the weekend. Mayor Merriman stated they might want to bill the Village for overtime. Mr. Wilson stated that it would be important to have a discussion every quarter with Sheriff Watkins. Trustee Lannert stated that Board members could discuss expectations and performance. Mayor Merriman commented that the Village gets a monthly report from the Sheriff’s Department. Generally, around contract time, the Deputy is more visible. Trustee Lannert expressed concerns about having a Community Officer that patrols all of the streets within the Village.
Attorney Alster stated that the Truth and Taxation Hearing will be before the next Board meeting. This meeting is on December 13 at 5:30 p.m. Election petitions are due by December 19 at 5:00 p.m. Individuals can get packets from Susan. The Caucus agenda is posted on the Village Hall door. The Caucus is on December 5 at 6:00 p.m. Residents can contact Susan for information.
Board members discussed the Bosch Road TIF account balance. Mayor Merriman said that he was going to check into the balance of the account. Attorney Alster stated that a payment is due in December 2022 for the Bosch TIF. There might be close to $199,000 in the account. Mayor Merriman commented that it was not on the agenda this evening for the approval of payment.
Mr. Wilson informed Board members that they need to discuss and plan for the tar and chip work in the Hamptons subdivision next year. He asked Board members to let him know at the next meeting.
Mayor Merriman stated that Board members could approve the cancellation of the December 27 meeting at the next meeting.
VI. EXECUTIVE SESSION
Trustee Pesch made a motion to enter into Executive Session. Trustee Lannert seconded the motion. There was no further discussion.
