City of Peoria Housing Commission met May 11.

Here are the minutes provided by the commission:

I. CALL TO ORDER

The meeting was called to order at 11:05 upon a quorum arriving by Chair Vaibhav Shah. The meeting was held in hybrid format via GoToMeeting.

II. ROLL CALL

Present: Becky Peterson, Shawn Hayes, Regina Morgan, Bree Muehlbauer, Debbi La Rue, Jane Genzel, Brian Uhlenhopp

Present via GoToMeeting: Vaibhav Shah

Staff Present: Nicole Morrow, Council Liaison Riggenbach

III. APPROVAL OF MINUTES

A motion to approve the minutes for the regular meeting of the month of March was made by Commissioner Peterson. This motion was seconded by Commissioner Muehlbauer. This motion passed unanimously.

IV. PUBLIC COMMENT

Nicholas Hall from Peoria Landlord Accountability Project was in attendance for public comment. Nicholas requested that the commission reflect upon recent activities of the SFR3 organization with the jurisdiction of the City of Peoria and attempt to devise solutions to prevent similar events from happening in the future.

Nicholas shared the experiences of various tenants and encouraged the Housing Commission to consider their role in the mass eviction crisis.

Councilman Riggenbach reaffirmed the importance of organization such as the Peoria Landlord Accountability Project to advocate for tenants facing eviction.

V. OLD BUSINESS

A. OMA Reminder for Disaster Declaration Updates

a. Staff Liaison Morrow provided a reminder to commission members that attendance via GoToMeeting would no longer be considered valid via the emergency declaration implemented during the COVID-19 pandemic.

b. Three sets of circumstances qualify a commissioner for attendance via GoToMeetings: medical necessity, travelling, work related absence.

B. Affordable Housing Plan - Recap and Continuation

The commission allocated time to further discuss the Housing Plan outline. Staff Liaison Morrow began by sharing how the previous discussions had been more appropriately categorized to aid in future discussions and planning.

Commission members requested clarification regarding previous discussion points related to existing programs, collaborations and statistics. Additional discussion was had regarding the necessary elements that will need to be in place for this Affordable Housing Plan to be successful. Commission members suggested several additions to the stakeholders list.

VI. REGULAR BUSINESS

C. Presentation: Follow Up: Recommendations for Mas Perkins regarding Nuisance Abatement

a. Nicholas Hall remarked upon the power imbalance inherent in the tenant/landlord relationship how this should be factored into future discussion regarding nuisance abatement. Nicholas noted how this power imbalance may be mitigated by proactive code enforcement measures.

VIII. ADJOURNMENT

Commissioner Hayes made the motion to adjourn this meeting. This was seconded by Commissioner Debbi La Rue. This motion passed unanimously. The meeting was adjourned at 12:30 PM.
