Peoria County Board - Infrastructure Committee met Sept. 25.

Call to Order

Chairman Salzer called the meeting to order at 2:00 p.m.

Approval of Minutes

A motion to approve the minutes of August 28, 2023 and September 14, 2023 was made by Ms. Duncan and seconded by Mr. Kelch. The motion carried.

Budget

A motion to approve budgets under the purview of the Infrastructure Committee as recommended by the County Administrator was made by Ms. Williams and seconded by Mr. Ruhland.

Mr. Sorrel advised that the recommended budget for all funds for FY2024 has sources totaling $150.6 million and expenditures totaling $154.9 million. He noted that Intergovernmental Revenues, Charges for Services, and Property Taxes are the county’s largest sources of revenue, while Personnel is the largest county expenditure.

Mr. Sorrel advised that based upon data from the Supervisor of Assessments Office and elected township assessors, a 6.7% increase in Equalized Assessed Value (EAV) has been projected for taxes payable in 2024. He stated that the recommended property tax levy for taxes payable in 2024 is recommended at $31.34 million with a continued flat tax rate of 82.41¢ per $100.00 of Equalized Assessed Value (EAV).

Mr. Sorrel advised that the Infrastructure Committee has budget oversight of a recommended $26.6 million in revenues (18%) and $30.75 million in expenditures (20%) across all funds.

Mr. Sorrel stated that the FY2023 General Fund budget has a recommended balanced budget of $56,770,082.00 in revenues and expenditures. He advised that Intergovernmental Revenue is the largest revenue stream in the General Fund, while Personnel is the largest county expenditure.

Mr. Sorrel advised that the Infrastructure Committee has purview of less than 1% of revenues and 5% of expenditures in the General Fund.

Mr. Sorrel provided the committee a recap of the source and required use of the Keystone Fund (County/State Capital Improvement Project Fund).

Mr. Sorrel answered questions related to Motor Fuel Tax fund balance, Facilities & Grounds positions, budgeted upgrades to the ETSB conference room, and the Enterprise Fund.

The motion to approve the budget as recommended carried (7-0).

Informational

Greater Peoria Sanitary District Minutes

Mr. Salzer noted that an audit had been performed of the District’s financial statements, and asked where the auditing firm is located. Mr. Sorrel advised that the firm of Phillips, Salmi & Associates is located in Washington, IL.

Facilities Master Plan

Mr. Little provided an update on FY2023 budgeted projects, including:

Remodel of the IT Department is nearly complete; the Public Defender space is complete and move-in will be complete within two weeks.

CUV units and boiler replacement projects at the Jail are anticipated to be completed in October.

Replacement of the roof at the Jail will begin this week, and brick repair and tuckpointing is ongoing.

Bids have been issued for replacement of detainee sprinkler heads at the Juvenile Detention Center.

Courthouse roof replacement and repair of the Hamilton Street steps will begin within the next several weeks.

Moisture issues in the stairwells of the Hamilton Street Parking Deck, caused by rain and poor ventilation, were investigated by Facilities staff and Aupperle Construction. Midwest Engineering will fully evaluate the condition of the steel within the stairwells prior to moving forward.

Mr. Sorrel provided an overview of the Facilities Master Plan for 2024. He commented a long-term strategy related to the Jail will be a targeted focus. Additionally, as related to the overall Master Plan, funding set aside for consulting services will enable the county to issue RFPs to select a firm to update the current Facilities Master Plan.

Resolution

Participation in IDOT’s 2024 County Engineer Salary Program

A motion to approve was made by Ms. Duncan and seconded by Mr. Ruhland. Mr. Sorrel explained that IDOT offers participation in a program by which IDOT sets the county engineer’s minimum salary, and in exchange, 50% of the total salary is reimbursed into the county’s MFT Fund. He stated that IDOT has set the Peoria County Engineer’s recommended minimum salary at $141,200.00 beginning January 1, 2024. He added that the agreement is valid for a term of six (6) years.

The motion to approve carried (7-0).

Public Comment

Chairman Salzer called for any public comment. There were none.
