Chair: Trustee Lewis V.; Vice-Chair: Trustee McDonald Members: Trustees Lanter, Neumeyer, Parker, Thouvenot 1. Ord. No. _____ An Ordinance Amending the Swansea Municipal Code Section 150.136 Exterior Property Areas for Parking of Motor Vehicles
Trustee Lanter thought it was too vague. He looked at properties that had been problems in the past and thought it should be asphalt or concrete only. He thought some people put down just rock and it did not look good. Trustee Lewis said he liked the vagueness due to how certain parts of Swansea have rock driveways and he didn’t want those owners to have to pave those over. He thinks this allows room for those who can’t pave it. Trustee Thouvenot asked if no gravel would be allowed. A member of the public said his street and most people’s driveways around him are gravel. Trustee Lanter said if people can afford recreational vehicles then they can afford to pave it. The Director of Public Works said some driveways are rock driveways. Trustee Lewis said it does not discriminate against people in old Swansea who can’t pave their driveways. Board President Leopold asked about estimates. The Building and Zoning Director said he has not counted properties that would be affected. Trustee Neumeyer asked about Brackett Street and said the corner house is a car port and the cars don’t change. She said that house has never been brought up. Board President Leopold wanted everyone’s opinion. Trustee Neumeyer wanted concrete or blacktop, Trustee Parker was thinking, Trustee Lanter wanted concrete or blacktop, Trustee McDonald said if someone is adding a parking spot it should be concrete or blacktop, but the current driveway shouldn’t need to be paved, Trustee Thouvenot wants concrete, blacktop, and impacted gravel because not everyone can afford concrete or blacktop, Trustee Lewis didn’t change his opinion. A member of the public said some residents have been parking in their backyards for some period of time so this will force them to stop parking there. He asked how long residents have to make the changes since some older residents couldn’t do it quickly. He also said that when a resident moves the concrete pad would remain even if it’s not used, which makes stormwater worse. Trustee Lewis said it specifically states about adverse weather and the time limit is definitely worth consideration. He wanted to table the matter for further discussion. Board President Leopold said to bring it back next meeting.

2. Res. No. _____ A Resolution Authorizing the Execution of a Contract for the Demolition of a Structure on 206 Clara Street #3, from Contractor for Dollar Amount
Already taken care of. Trustee McDonald asked why the owners aren’t paying and if they are under same ownership. The Building and Zoning Director said it’s not under the same ownership. Trustee McDonald said the Village could get money back by putting a lien on it.

1. Guest - i3 Broadband Community Representative, Melissa Martin
Their construction manager and another representative were present and handed out literature to the Board. They said they send out letters, door tags, and postcards before they begin construction so residents get plenty of notification. Trustee McDonald wanted them to take responsibility for damaging property. The representative said they and their contractors didn’t know there was damage until a contractor came here. The Director of Public Works said the Village knew because there was a backup. The representative said the Village didn’t know it was i3 but they took responsibility. They took responsibility for the damages and said the contractor has paid but it’s outside of her scope of work. Trustee McDonald said Village employees were working weekends and unpaid overtime to fix it. The representative said when they found out it was immediately turned over to their insurance. Board President Leopold said the problem has been corrected and the Village got the check. Chief Tell said the Village has had several instances of mains getting hit by i3 and that’s why there was a stop work order. He said there was worries about their training. Board President Leopold asked how to handle problems in the future. The representative said to immediately call them. Trustee McDonald said they did not have a supervisor on scene. The representative said that’s been corrected. Trustee McDonald asked Chief Tell to keep the Board up to date. He said the insurance company was very slow and it’s their responsibility. Trustee Lanter asked if they have a map of the areas they are going to service. The construction manager said he could send it.

The Director of Public Works said the current one is very primitive and there are funds in the budget. He said he contacted other municipalities and it helps pinpoint problems in the line. He would like to look at the software with an annual fee.

4. Update from Village Engineer, Sheila Kim linger
The Engineer said they got bids and Hanks was the low one. There are jobs ongoing and they are working on the bridge and dam structural assessments. The Boul Ave sidewalk bids will be next week. The Engineer said another sidewalk project will be bid at a similar time. Board President Leopold asked if the loop trail started. The Engineer said yes. Board President Leopold asked about the dam. The Engineer said the assessment is still going on and there is no timeline. Trustee McDonald asked if there is any major sewer plant projects in the next couple years. She said she will look into it. Trustee Thouvenot said Thompson Gas wants to do a project and they want to use some land the state of Illinois owns. Board President Leopold said to set up a meeting with Jay Hoffman.
5. Res.
