City of Minonk City Council met March 18.

Here are the minutes provided by the council:

CALL TO ORDER: The March 18, 2024, meeting of the Minonk City Council was held at City Hall and was called to order by Mayor Marcoline at 6:00 pm.

PLEDGE OF ALLEGIANCE: Mayor Marcoline

ROLL CALL BY CITY CLERK: Those in attendance: Alderpersons Tessa Arndt, Tom Barth, Julie McNamara, Travis Nix, Russell Ruestman, and Jonathan Stears.

Also in attendance: City Administrator Bill Moline, City Clerk Leta Janssen

REGULAR AGENDA:

A. Review and Consider Ordinance 2024-01, Amending Language Change to Manufactured Home Zoned Area – Lot Size Requirements

The amended language changes the minimum lot size to 40’ width x 110’ depth for interior lots, and 50’ width x 110’ depth for corner lots. Barth moved to approve Ordinance 2024-01, seconded by McNamara.

YEAS: Barth, McNamara, Arndt, McNamara, Nix, Stears

NAYS: Ruestman

B. Review and Consider Ordinance 2024-02, Amending Language Change to Chapter 6.08 – Animal Nuisances Section 6.08.030 Livestock Defined

The amended language adds potbelly pigs to the list of livestock not allowed. Stears moved to approve Ordinance 2024-02, seconded by Arndt.

YEAS: Stears, Arndt, Barth, McNamara, Ruestman

NAYS: Nix

C. Review and Approve Salt Purchase Authorization Agreement – Public Works Department Supervisor Jake Anderson

Ruestman moved to approve giving authorization to the Public Works Department Supervisor, Jake Anderson, to approve the salt purchase agreement, second by Nix.

YEAS: Ruestman, Nix, Arndt, Barth, McNamara, Stears

NAYS: None

D. Republic Garbage Service Contract Discussion

Jim Pozzi of Republic Garbage Service provided Council with an update on recent changes implemented to help alleviate the missed service areas. Customers are allowed one bulk item per week. The contract allows for one townwide clean-up day per year.

E. 2024-25 Fiscal Year Budget Discussion

Moline and Council discussed the working budgets provided in the packet. Some of the specific items discussed include:

• Rec Center – city plans to provide $300,000 in funds toward the project. Suggestion was made to take from a combination of the Community Development Fund, Rec Program Fund, and the Revolving Loan Fund. Council requested operating cost information be reviewed prior to bid process.

• Discussed including cost for online budgeting software; also look into more comprehensive software to include payroll, water bills, budgeting, ordinance

• Garbage rate will increase to $21 per customer in November

• The budget will include a 2.9% sewer debt surcharge and an increase to $20 per cu ft of water usage.

• Moline will be meeting with Farnsworth regarding MFT plans for the upcoming fiscal year.

• Moline requested direction on phase 2 of the Elm Court project. Council requested more information.

• Moline suggested reserving gaming revenue funds towards a replacement RO system. The current system is 32 years old.

• A downtown sidewalk project will be included in the budget. Planning to do one block at a time.

ADMINISTRATORS REPORT: Moline updated Council on the following:

• Payment of $27,000 was received from the wind farm project located within 1 ½ miles of city limits. Permits are in process for the project.

• Training for the two new office employees is going well.

• Bill will be out of the office on Thursday and Friday, March 21 & 22.

ADJOURNMENT: Ruestman moved that having completed the meeting of the Minonk City Council the meeting is adjourned at 7:35 pm, second by Stears.
