City of Marquette Heights City Council met April 22.

Here are the minutes provided by the council:

CALL TO ORDER

The City Council meeting was called to order at 7:00 P.M by Mayor Hamm.

ROLL CALL

Aldermen present for Roll Call: Alderman Babb, Amundson, Neuhaus and Neumann, Joos and Greiner.

Also present were Clerk Steele, Attorney Herman, Treasurer Worent, Police Chief Merritt, Street/Water Superintendent Smith, Deputy Clerk/Office Mgr. Minson, Fire Chief Hermacinski, and Building Inspector Dearborn

Mayor

• Tree City 2023

• Arbor day 5/10/24

• Maria Minson 13 Years Retirement/Plaque given.

• Report behind due to software issue.

Building Inspector/ Code Enforce

• Beacon Inc. scrapped the new building, put restrooms inside the existing building. No water yet to building (using water tank)

Communication

Citizens Wishing to Address the Council

o Maria Recognition and Dedication

o Mayor’s Ethics, explained was talked to about information from an exec.

o Sale of Park to M.C

o Asking for Mayor resignation

• Jessica Bazzel

o School Parking Lot Plan, Mrs. Detrich on board, but asking for help from the city to fund.

o Justin N. explained the city does not have funds.

• Jenny Jackson- Library

o Asked if any question on library budget.

• Christopher Carrol- President MHRA

o Fence line on field 4 not sprayed.

o Handicamp ramp needs fixed.

o Diamond 1 to be ready by opening day.

o Parking and food trucks and opening early.

REPORTS OF STANDING COMMITTEES:

Water and Sewer – Alderman Neumann

• Well 6 Regulator 2025.00 Core and Main

• Zion oaks water service good to go.

Fire – Alderman Amundson

• Hose testing done 4/22/24.

• Prairie grass burn to be rescheduled.

• Structure fire 300 grant, Firefighter injured.

Streets – Alderman Joos

• No one showed up for an open bid on 4/22/24.

• Chipping today

Public Buildings / Parks – Alderman Greiner

Law Enforcement – Alderman Amundson

• New Handheld Radar for department 879.00

• Devin Ruthledge first day at academy • New patches 498.00

Planning – Alderman Babb

• Review Revenue and expense report.

• How to spend Men`s Club donated funds (Tabled)

CONSENT AGENDA

APPROVAL OF THE FOLLOWING CONSENT ITEMS BY VOTE:

(All matters listed under CONSENT AGENDA will be enacted by one motion and one roll call vote.

There will not be separate discussion on these items. If discussion is desired by any Member of the

City Council, the item will be removed from the Consent Agenda and discussed immediately after approval of the Consent Agenda.)

1. Approve April 8th, 2024, Regular Council Meeting Minutes.

2. Approve April 8th, 2024, Executive Council Meeting Minutes.

3. Approve Bi-Monthly expenditures in the sum of $117,095.28.

4. Approve Payment of $6,400.00 to Greggs Door Service for the police garage (coming from savings (donated money))

5. Approve Payment of $1,865.00 to Bieneman Construction for gutters and guards for police garage (coming from savings (donated money))

6. Approve Payment of $6,642.00 to Air One for two sets of turn out gear.

7. Approve the revocation of the metal detection permits.

8. Approve the FY25 Budget

9. Annual Billing to Martin Equipment for backhoe maintenance $2,125.00 to be 50/50 W/S and GF

ITEMS REMOVED FROM CONSENT AGENDA:

APPROVE CONSENT AGENDA:

Alderman Neumann made a motion, seconded by Alderman Amundson Roll Call Vote: Ayes: Alderman Amundson, Neuhaus, Neumann, Greiner, Joos and Babb. Nays - None. Motion passed.

NEW BUSINESS

1. Approve Salaries Budget to be discussed at committee (3.5-4%)

Alderman Babb Seconded by Alderman Greiner. Roll Call Vote: Ayes: Alderman Joos, Amundson, Babb, Neuhaus, Babb, Greiner and Neumann. Nays: none Motion passed.

2. Approve Golf Green proposal for the spraying of 14 miles of ROW for the amount of $2,000.00 each spray. 

Alderman Neuhaus Seconded by Alderman Greiner. Roll Call Vote: Ayes: Alderman Joos, Amundson, Babb, Neuhaus, Greiner and Neumann. Nays: none Motion passed.

CITIZENS WISHING TO ADDRESS COUNCIL

None.

ANY OTHER BUSINESS PERTAINING TO THE CITY.

• Personnel Exec action to follow.

• Setting sale price of real estate

Council exited regular session and entered executive at 7:38 pm

Council resumed regular session at 8:21 pm

ADJOURNMENT

Alderman Griener made a motion, seconded by Alderman Joos to adjourn the regular City Council Meeting at Roll Call Vote: All Ages. Motion passed.
