City of Chillicothe Public Works Committee met June 5.

Here are the minutes provided by the committee:

The public works committee met on June 5, 2024 at 4:30 p.m. in the council chambers at city hall. Present: Chairman Sharp, Alderperson Semtner

Also present: Mayor Hughes, Superintendent Sutherland, Office Manager Passage, City Engineer David Horton, Alderperson T. White

Absent: Alderperson Bredeman,

Chairman Sharp called the meeting to order at 4:31 p.m.

Public Comment

T. White - 711 W. Moffitt - He addressed the committee as a citizen with two concerns.

1. 227 Elm Apartment building regarding the curbstops as a curbstop is leaking and the issue is who should fix. T. White stated that Kenny Vance was the maintenance person and was now in audience and could explain. Mr. Vance explained that he believes the city fixed a curbstop a few years ago and the city code section 98-112 and 98-113 implies it is the requirement of the city to fix.

Superintendent Sutherland stated that since he has been with the city they have not fixed the curbstops at said location. He did state that they removed a toy that was blocking the curbstop from being turned. Superintendent Sutherland explained that the curbstops that disconnected service to each individual apartment was located on private property thus the responsibility of the property owner.

The consensus of the committee was to have the Superintendent review with the city attorney the code sections and report back to the committee.

2. T. White submitted a list of concerns regarding the striping that was done by the city in the downtown area. (attached) He explained some of his concerns. The consensus of the committee was to have the Superintendent and the city engineer review the list of concerns with T. White and report back to the committee.

Project Update - Engineer Horton gave the following updates

1. A bid letting was held 6/5/24 at 3:00 p.m. for the Benedict Street Bridge project. Two bids were received. ICC Group Inc. - $173,000.00 and Stark Excavating Inc. - $75,520.00. He recommended that the city accept and award the bid to Start Excavating, Inc. at the June 10 council meeting. The consensus of the committee was to seek approval at the June 10 meeting.

2. The contract for Walker Excavating Company in the amount of $107,759.40 for the Pine Street Watermain project has been sent to the contract for signatures and we are pending receipt of the signed contracts.

3. He advised that he had researched the city code regarding the request from Jim Paul, Riversound developer for Phase 7 to sell property before infrastructure is in place and has determined that the city code does not allow the transfer of property before infrastructure is complete. He stated there was nothing in the code stating that he as property owner can not
