IV. CONSENT AGENDA (including reports to be filed)

C1. The Treasurer report consisting of the Bank and CD's Portfolio for the month of July 2024 and Revenue & Expenditure Reports for July 2024.

C2. The Finance Department’s report of expenditures from the Accounts Payable system is accessible at https://www.peoriacounty.gov/199/Transparency-Portal.

C3. A resolution (items 1 conveyance; items 2-4 surrender) from the Ways and Means recommending that the County Board Chairperson be authorized and directed to execute deeds of said property to the highest bidder and be authorized to cancel the appropriate Certificates of Purchase. This resolution shall be effective ninety days from September 12, 2024, and any transaction between the parties involved not occurring within this period shall be null and void.

C4. A resolution from your Executive Committee recommending approval of the use of the Energy Transition Community Grant Program FY23 award, in the amount of $190,271.00 and a term of two (2) years.

C5. A Resolution from your Executive Committee recommending approval of an Intergovernmental Agreement for Truancy Services between the Regional Office of Education and the County of Peoria, in an amount not to exceed $392,530 in 2025 as well as a budget amendment to transfer $142,400 from the General County Budget to the Regional Office of Education’s FY2024 budget.

C6. A resolution from your Public Safety and Justice Committee recommending approval for the removal and replacement of existing raised flooring in the Jail Tech Box area of the Jail in the amount of $55,100.00.

C7. A resolution from your Public Safety and Justice Committee recommending approval of an agreement between the Peoria County Sheriff’s Office and the Village of Brimfield for intermittent police patrols within the Village.

C8. A resolution from your Public Safety and Justice Committee recommending approval of a 4.7% Cost-of-Living-Adjustment (COLA) for the Peoria County Sheriff, effective July 1, 2024.

C9. A resolution from your Public Safety and Justice Committee recommending approval of a 4.7% COLA adjustment for the Peoria County Public Defender, effective July 1, 2024.

C10. A resolution from your County Operations Committee recommending approval to establish both the employer and employee medical health premiums and subsidy, effective January 1, 2025, through December 31, 2025.

C11. A resolution from your County Operations Committee to approve a one-time lump sum contribution to current active employees that enroll in the Qualified High Deductible Health Plan for the 2025 health plan year.

C12. A resolution from your County Operations Committee recommending approval of Worker’s Compensation Settlement in Case 010015-006266-WC-01 and 010015- 006415-WC-01 not to exceed $105,140.

C13. A resolution from your County Operations Committee recommending approval of Worker’s Compensation Settlement in Case 010015-006366-WC-01 not to exceed $40,000.

C14. A resolution from the County Infrastructure Committee recommending approval of a Preliminary Engineering Agreement with Hanson Professional Services in the amount of $151,475.00 for the resurfacing of Glasford Road.

C15. A resolution from your County Infrastructure Committee recommending approval for the 2025 IDOT County Motor Fuel Tax Maintenance Appropriation in an amount not to exceed $3,000,000.00.

C16. A resolution from your County Infrastructure Committee recommending approval for the Jail Sallyport Trench Drain replacement by Aupperle Construction for $39,819.00.

C17. A resolution from your County Infrastructure Committee recommending approval for the renovation of Conference Room #402 to Bishop Bros in Peoria IL for $44,700.00.

C18. A resolution from the Infrastructure Committee recommending the approval of a contract with Terra Engineering LTD. for the site survey, landscape architecture, civil, structural, & electrical engineering, and services associated with the proposed improvements to the public spaces of the Courthouse Plaza throughout the Courthouse block, not to exceed $428,615 including contingency from American Rescue Plan Act funds.

V. ZONING ORDINANCE AND RESOLUTIONS

1. Case #ZBA-2024-0056, Petition of Merle & Vicky Turner. A Special Use request from Section 20.5.2.2.1.a.1 of the Unified Development Ordinance. This section allows for a special use when a proposed land split does not meet the 25-acre minimum lot size nor the 1 dwelling unit per 25 contiguous acres density requirement in the “A-2” Agricultural District. The petitioner proposes to divide 5 acres from an existing 10.02 acre tract. The parcel is located in Jubilee Township. The Zoning Board of Appeals recommends approval. The Land Use Committee concurs.

2. Case #WAV-2024-0005, Petition of Pamela J. Morris, Successor Trustee of the Bonnie L. Mabeus Revocable Trust. A resolution from your Land Use Committee recommending approval of a waiver of compliance from Section 20-3.16.2.3.b.2.b of the Unified Development Ordinance. This section requires a minimum of 60 feet of public road frontage for parcels being created by tract survey which are ten (10) or more acres in size. The petitioner proposes to divide an existing 149.12-acre parcel with 33 feet of existing frontage into two tracts of approximately 50 acres and 90 acres. The petitioner proposes to provide 16.5 feet of frontage to each parcel. This property is located in Kickapoo Township.

3. A resolution from the County Operations Committee recommending the approval of issuing a purchase order to PIPCO for the replacement of the IT computer room air conditioning system, not to exceed $186,000 including contingency from American Rescue Plan Act Fund.

4. A resolution from your Infrastructure Committee recommending approval of a lease agreement with Ziad Musaitif to lease the balance of 4422 N Brandywine Drive, Peoria, to the County of Peoria for use by the Peoria County Election Commission.

5. A resolution from your County Health Committee recommending approval of the terms and conditions for a Restated Agreement for Peoria City-County Landfill #3 and interim alternatives. (Pending Committee Approval)

6. A resolution from your County Infrastructure Committee recommending approval for the carpet replacement in various public halls of the courthouse. (Pending Committee Approval)
