City of Chillicothe City Council met Aug. 26.

Here are the minutes provided by the council:

The Minutes of the Regular Council Meeting held on August 12, 2024 were presented.

Motion Alderperson Jenkins, second Alderperson D. White, that the Council dispense with the reading of the Minutes of the August 12, 2024 Regular Council Meeting and approve the Minutes as presented.

Motion Carried Via Voce vote.

PETITIONS AND COMMUNICATIONS BY THE CLERK:

Clerk Byrnes presented the following Committee and Commission Minutes:

1. Police Commission - 7/30/2024

2. Public Safety Committee - 8/6/2024

3. Economic Development Committee - 8/6/2024

4. Public Works Committee - 8/7/2024, 8/21/2024

PETITIONS AND COMMUNICAITONS FROM THE MAYOR AND ALDERPERSONS:

COUNCIL COMMITTEE COMMUNICATION:

None

ANYONE WITH BUSINESS CONCERNING CITY GOVERNMENT:

Leslie Isbell, 1521 Harborway Drive, addressed the Council with a concern of vehicle speeding through Riversound subdivision and asked if a 20 mph speed limit could be implemented throughout the subdivision. After discussion it was the consensus of the Council to refer this issue to the Public Safety Committee. Mrs. Isbell was encouraged to attend the next Public Safety Committee meeting to be held on Tuesday September 3, 2024 at 4:30 p.m. and extend

that invitation to anyone in the subdivision with the same concern.

Motion Alderperson D. White, second Alderperson Jenkins, that the bills as presented be paid and the payrolls and transfers be approved.

PUBLIC WORKS COMMITTEE

Alderperson Sharp

No Motion - Discussion only regarding MFT Overlay and Spray Patching

City Engineer, Dave Horton was asked to explain. Engineer Horton explained that there is an issue with the resolution regarding the overlay and spray patching and how it impacts the GM Resolution that was passed in April. Stacy with IDOT advises that we cannot quote the bituminous patching in the GM Resolution and then bid the HMA overlay since both included hot-mix asphalt material. Due to the delay in getting it submitted to IDOT for approval, he does not believe that approval will be received until October, which will be late in the season to do overlay and spray patching as the temperature in the shade has to be at least 40 degrees and rising, therefore causing the overlay and spray patching to be delayed until next fiscal year. He explained that the city has been doing this process for many years however, now Stacy advises that we will have to follow this new process to handle the way we do asphalt material. This will not affect non-MFT paving this calendar year.

Alderperson Sharp wanted to recognize Superintendent Sutherland and his staff on the completed work to the VFW parking lot.

FINANCE COMMITTEE:

Motion Alderperson D. White, second Alderperson Jenkins, that the Council approve and accept the proposal submitted by Phillips, Salmi and Associates to provide professional auditing services to the City of Chillicothe for the following fiscal years.

April 30, 2026 $22,950.00

April 30, 2027 $23,450.00

April 30, 2028 $23,950.00

Motion Alderperson D. White, second Alderperson Jenkins, that the Council approve an expenditure of $3,235.00, payable to Keach Architectural Design, Inc. for architectural services for City Hall Interior Remodeling Project. Payable from the TIF Business Account.

Chairman declared motion carried.

Motion Alderperson D. White, second Alderperson Sharp, that the Council approve an expenditure of $1,036.02, payable to International Code Council, Inc. for the purchase of the 2021 Building Codes Collection. Payable from the General Fund.

Discussion: Alderperson D. White explained to the Council this will be a series of soft cover books to be kept at City Hall.

CEMETERY AND PARKS COMMITTEE:

Motion Alderperson T. White, second Alderperson Bredeman, that the Council approve the Priority 1 General Fund Cemetery Project - Mower as an approved project and approve an expenditure of $12,683.00, for the purchase of a mower. Payable to Bill Small Engines. Payable from the General Fund.

Nays: None

Chairman declared motion carried.

Motion Alderperson T. White, second Alderperson D. White, that the Council approve the hiring

of a seasonal employee, Don Close, at an hourly rate of $14.00, subject to pre-employment testing.

Nays: None

Chairman declared motion carried.

Motion Alderperson T. White, second Alderperson Bredeman, that the Council approve an expenditure not to exceed $10,000.00, for the Superintendent of Public Works to purchase topsoil and seeding to level the slope in the City Park. Payable from General Fund - Parks Department.

Note: Public Works Department will be completing this project.

Motion Alderperson Jenkins, second Alderperson D. White, to adjourn at 7:20 p.m.
