Two men charged for harboring a runaway and related offenses

Two men have been charged in Peoria, Illinois, for harboring a runaway and other related offenses. Shawn M. Carrell, 28, and Ian J. Fifer, 19, were found with a missing 15-year-old female from Iowa over the weekend. Carrell also faces charges of aggravated criminal sexual abuse.

The incident came to light on Saturday around 11:30 a.m., when officers from the Peoria County Sheriff’s Office were alerted by the Lee County Sheriff’s Office about an endangered runaway's cell phone pinging in South Peoria. Upon arrival, deputies discovered the missing juvenile in a vehicle with Carrell and Fifer. The two men had picked up the minor in Iowa on Thursday, September 26, and driven her to Peoria.

Authorities revealed that Carrell had engaged in sexual activity with the juvenile despite knowing there was an active no-contact order against him where she was the protected party. During today's detention hearing, the State's Petition to Detain Carrell was granted, ensuring he remains in custody until trial.
