City of Chillicothe Economic Development Committee met Sept. 10.

Here are the minutes provided by the committee:

Present: Chairperson Trish Connor, Jeff Jenkins, Courtney Gehrig, Mayor Hughes and Economic Development Director Amanda Beadles

There was no public comment.

PURPOSE:

Budget Review

Director Beadles reported the balances on the TIF Central, HELP, Façade, interest on TIF and HELP loan accounts and Consultant Budget. She discussed a final payment for the the delinquent HELP loan as not being paid. Consensus of the committee was to have her follow up by email.

Midwest Engineering Invoice

Director Beadles reported there has been no update on the TIF engineers billing from city engineer Dave Horton. She stated there is an invoice for the two grants that would be brought up in the grants agenda item.

1249 N Fourth Street Property

Director Beadles read the email from the attorney. Discussion ensued for the two options. Consensus of the committee was to declare the property as surplus and move Option #1 to Council for approval.

Excerpt from Attorney Day's email:

"Option 1

Pursuant to the Municipal Code, the general process for selling real estate requires publishing a notice of the proposed sale once a week for three successive weeks in a newspaper published within the City. The notice must advertise for bids for the real estate to be sold, and the first publication must be at least 30 days before the date set for the opening of those bids. Bids for the sale of municipal real estate may be opened only at a regular City Council meeting. Council is not required to accept the high bid. Council may accept either the high bid or any other bid that 3/4 of the corporate authorities (Council + Mayor Hughes) determine to be in the best interests of the City. The purchase price does not need to be paid “in cash,” so a HELP loan could be used. The notice of proposed sale and/or purchase agreement could also include specific requirements for the use of the property or solicit alternative plans for the use of the property."

Bike Path - Trail Master Plan Update

Director Beadles presented the Trail Master Plan to the Economic Development Committee. Discussion ensued. Alderperson Jenkins stated the Master Plan has been approved through the Bike Path Task Force committee. Consensus of the committee was to forward to Council for approval.

Business Development District - Review Proposals

Director Beadles presented two proposals for the Business development District. Discussion ensued. Consensus of the committee was for Director Beadles to continue reviewing proposals and report back to committee.

Grant Updates

DCEO HR220075 - $400,000 & DCEO SR220071 - $250,000

Director Beadles reported the grant project manager has requested the city engineer to send a separate BEP proposals for each of the grants. She also submitted an invoice from Midwest Engineering/Fehr Graham totaling $10,083.07 for Grant #1 and $15,984 for #2. The invoice included ARPA engineering for $8,159. Discussion ensued. Consensus of the committee was to forward to Council for approval.

ARPA

Director Beadles submitted 3 invoices from GA Rich totaling $28,560. The work involved installing insta-valves in intersections of Mathew & Santa Fe, Hoyt & Wilmot and Hoyt & Truitt Streets. Discussion ensued. Consensus of the committee was to forward to Council for approval.

EPA Lead Service Line Inventory Grant

Director Beadles stated she has two quotes from TWM and Fehr Graham engineers. She is waiting on Schulte Supply to requote and then will be able to bring all quotes to committee.

RDMS

Director Beadles reported the City of Chillicothe did not receive the RDMS grant.

Updates:

Economic Development

• Director Beadles reported emailing 4 façade applications in the month of August.

• 322 South Plaza Park is for sale by Realtor Julie Biefeldt

• 903 N Fourth Street - Owned by Karen Townsend is for sale (formerly Chill N Juice)

RFP

Director Beadles reported the need for a joint EDC and Finance committee to invite the developers to the meeting. Due to vacations and recovering from illness that meeting is yet to be scheduled. Discussion ensued. Consensus of the committee was to have Director Beadles submit dates to review.

Marketing & Tourism - No September meeting. No report.

Comprehensive Plan

Director Beadles reported the Survey for the Comprehensive Plan has closed with 257 responses. The next meeting is yet to be determined as there are several conferences that individuals will away for.
