Peoria County Board - Public Safety & Justice Committee met Dec. 3.

I. CALL TO ORDER

The meeting was called to order by Chairperson Groves Allison at 2:31 p.m.

II. APPROVAL OF MINUTES

A motion to approve the minutes of October 29, 2024, was made by Member Phelan and was seconded by Member Bryant.

Motion carried (7-0)

III. INFORMATIONAL ITEMS/REPORTS/OTHER MINUTES/UPDATES

A. Circuit Clerk Update

There was no representative present from the Circuit Clerk's Office to give an update.

B. Coroner Update

There was no representative present from the Coroner's Office to give an update.

C. PCAPS Monthly Report

Ms. Spencer advised they have gone out for a request for proposal for the incinerator and received three packages back. She stated they will be sorting through these and taking a recommendation to the Board next month.

Chairperson Groves Allison requested an update on the spay and neuter.

Ms. Spencer advised spay and neuter is going well. The mobile unit is in service Monday, Tuesday, and Thursday. A minimum of 10-15 animals a day are being seen while the unit is in service. The doctor comes in and looks at shelter animals. The mobile unit is geared up for winter. That has also allowed us to do a Trap, Neuter, Return Program. We are returning about 10-15 cats a month to addresses that qualify. There is an increase in live release rate of about 10% as a result of the Trap, Neuter, Return Program.

IV. RESOLUTIONS

A. Microchip Donation Award

A motion to approve the resolution was made by Member Reneau and was seconded by Member Williams.

Ms. Spencer advised PCAPS was chosen by Edith Barnard, who wrote and produced the Flood of Creatures musical. She has donated back 100% of the proceeds from the musical. $4675.00 came from this award. We would like to use this for purchase of microchips to continue free microchip, this has been grant sponsored for the past 3-years. We hope to offer the microchips as a means of intake prevention.

Motion carried (7-0)

B. Intergovernmental Agreements with Peoria County municipalities to provide animal control services.

A motion to approve the resolution was made by Member Rieker and was seconded by Member Elsasser.

Ms. Spencer advised they have 5-year proposed new agreements. We have fourteen returned signed agreements. Norwood is still deciding until their meeting next month. Elmwood is an impound only agreement. Everyone else is full service.

Chairperson Groves Allison asked if the rates are based on per capita.

Ms. Spencer confirmed.

Chairperson Groves Allison requested a history of the agreements.

Ms. Spencer provided a brief history of these agreements.

Chairperson Groves Allison called for questions from the committee.

Member Phelan asked why Norwood was included in the resolution today if they are still undecided.

Ms. Spencer advised the resolution allows the County Administrator to sign and execute the documents as they are agreed upon. She stated they have been in negotiations with Norwood since June 2024. If they do not sign at the next meeting, they will not have a contract for the beginning of the month.
