City of Chillicothe Judicial Committee met May 28.

Here are the minutes provided by the committee:

The Judicial Committee met on May 28, 2025 at 4:30 p.m., in the council chambers at City Hall.

Present: Alderperson Bredeman, Alderperson Gehrig

Also Present: Attorney Cascia, Mayor Hughes, Office Manager Passage

Absent: Chairman D. White

Alderperson Bredeman called the meeting to order 4:30 p.m.

PUBLIC COMMENT

Amanda Oedewaldt addressed the committee. She presented a letter regarding amending the current requirements associated with the Class "S" catering liquor license. (see attached)

Nathan Oedewaldt addressed the committee. He stated that regarding the Class "S" catering liquor license, it would still be a contracted event.

PURPOSE

Liquor License - Mobil Bar

Alderperson Bredeman questioned why the language in paragraph f if the class "S" license was part of the requirements. Paragraph f states:

The Sale of alcoholic liquor shall be incidental to the food service provided under the catering contract. The revenue which the licensee derives for the sale of food must comprise at least fifty one percent (51%) of the gross revenue earned from the sale of food and alcoholic liquor at each and every event or function.

Mayor Hughes advised that the city did not want just a beer truck.

Alderperson Gehrig stated that she did not see the need for paragraph f as the person contracting for the event could have separate vendors. (i.e. one for catering food and one for catering alcohol)

Office Manager Passage stated that at the last judicial meeting the committee asked for the attorney to bring back to this meeting information regarding eliminating the catering requirement from the Class "S" license.

Attorney Cascia presented to the committee a potential amendment to the Class "S" regulations. She explained that the amendment deletes all references to caterer retailer. It does retain the requirement hold a Class A or D license and that it must be a private function for an agreed upon price.

The Mayor recommended that catering be left in the requirement and potentially lower the 51%.

A discussion ensued regarding the draft ordinance.

A discussion was held regarding the fee and how it would affect Amanda Oedewaldt as she has renewed her Class "S" license under the current rules. Attorney Cascia advised that she will review the rules and advise the committee of how that would be affected.

Alderperson Bredeman recommended that the draft ordinance be brought to council for discussion only at the June 9 council meeting to seek input from the other elected officials. He advised that he would not be present at the June 9 meeting, however; Alderperson Gehrig stated she would present for discussion only. It then could be brought to council for a vote at the second meeting in June.

OLD BUSINESS

Ordinance - Zoning - Fences, Vacant Lots, Swimming Pools – The ordinance has been sent to the Plan Commission for the required public hearing to be held.

Ordinances relating to Bike/Bike paths/multi-purpose pedestrian bike trail - This will be discussed at a future meeting. Comprehensive Plan Update - This is still in Economic Development and pending adoption.

Code Enforcement Officer - This is in Public Safety for recommendation and my need a code amendment at a later date.
