City of Peoria Advisory Committee on Police-Community Relations met June 16.

Here are the minutes provided by the committee:

The Advisory Committee on Police Community Relations met at Twin Towers Building, Room 420 on Monday, June 16, 2025, with proper notice posted. Vice-Chair Lang called the meeting to order at 6:00 P.M.

ROLL CALL

Present: Amick, Cuizon, Echevarria, Lang, Richardson, Sommerville, Williams, and Wilson. Excused: None.

Absent: Boone, Bragg, Gress, Jackson, Mitchell, and Palm.

City Staff Present: Mayor Ali, Kirby, Sylvester, and White.

APPROVAL OF MINUTES

Asst. City Manager Richardson motioned to approve the November 18, 2024, meeting minutes; seconded by Chief Echevarria. Motion passed.

MEETING

Vice-Chair Lang opened the floor for nominations for Chair and Vice-Chair. Chief Echevarria nominated Vice-Chair Lang for Chair who accepted this nomination. This was seconded by ACM Richardson. Motion passed. Vice-Chair Lang nominated Member Cuizon who accepted the nomination. This was seconded by Chief Echevarria. Motion passed.

Newly elected Chair Lang discussed how she had recently met with Mayor Ali to discuss the committee. She discussed some changes she would like to implement going forward. Some of the changes discussed were being stricter with member attendance (more than 3 unexcused absences can result in removal from the committee), revising the agenda format to help track unfinished business better, and assuming member attendance unless they ask to be excused. Chair Lang reiterated the importance of attendance to keep this committee moving forward. Vice-Chair Cuizon discussed opportunities to get involved with a younger demographic. He currently serves as Bradley’s student body president. Member Amick discussed how the committee had a table at Juneteenth last year. Due to the lapse in meetings, members weren’t able to plan for this event this year. ACM Richardson confirmed that her office has the tablecloth that was previously purchased for the committee. Chief Echevarria again discussed the Peoria Police Department’s Walk and Talks and the upcoming one on June 18th at Mark Bills School.

ACM Richardson discussed a couple opportunities for the community to get involved with. On July 17th, the city will be hosting a community cookout at City Hall. Also, that Saturday on July 19th, there will be city wide cleanup.

GENERAL POLICE UPDATES

Chief Echevarria gave a brief overview of the year-to-date shooting statistics which included a decrease in shooting incidents and homicides. He also discussed how the department recently created a traffic detail. This detail is comprised of officers who are also working traffic as a collateral duty. He talked about how traffic related issues are the number one complaint the department receives. Lt. Sylvester briefly went over the year-to-date complaint statistics. This included 26 total complaints of which the majority are internal investigations.
