1. CALL TO ORDER

1.1 Call to Order

The meeting was called to order by Vice-Chairperson Daley at 3:39 pm.

2. APPROVAL OF MINUTES

2.1 June 3, 2025

A motion to approve the Finance, Audit, and Legislative Affairs Committee meeting minutes from June 3, 2025 was made by Member Salzer and was seconded by Member Rosenbohm.

Motion Carried. (11-0)

3. INFORMATIONAL ITEMS / REPORTS / OTHER MINUTES / UPDATES

3.1 Monthly Financial Report as of May 31, 2025

Ms. Kusturin advised that budget projections for FY26, for the general fund, will only give out about 66% of the budget which is a decrease of $1.9 million.

For revenue, this is offset by use tax going down, but the sales taxes are increasing, which will have a favorable impact. For the fund balance, two funds are below the fund balance; one is a grant fund, which will receive money, and the other is a property tax fund, which will receive funds once we receive property tax revenues. She stood for questions; there were none.

3.2 Long-Term Care Services Fund Report

Ms. McCord advised that the fund balance is at $2.5 million, and the interest recorded through May 2025 is $47,000.00, which totals about $106.000.00 between last year and this year. Ms. McCord stood for questions; there were none.

3.3 Accounts Payable, Employee Reimbursement, and Purchase Card Activity for June 2025

Ms. McCord advised that in June 2025, we paid just over $5 million in disbursements. She stood for questions; there were none.

3.4 Peoria County Capital Projects, Funding Sources, and Progress

Ms. McCord advised that we are still busy with ongoing capital projects, with quite a few projects having been completed. She stood for questions; there were none.

4. RESOLUTIONS

4.1 Appropriation Following Execution of Revised and Restated City-County Landfill Agreement

A motion to approve the resolution was made by Member Reneau and was seconded by Member Blair.

Ms. Cottrell advised that, following the anticipated $300,000.00 from the closing of Landfill #2, it just needs to be appropriated to the Sustainability and Resource Conservation budget. In addition, the request is for a $30,000.00 appropriation for the sustainability generalist position that was included in the FY24 and FY25 budgets but was not hired due to funding uncertainties.

Vice-Chairperson Daley called for questions from the committee.

Member Reneau asked if money was appropriated to the Landfill Committee.

Mr. Sorrel confirmed. He reminded the committee that the County did appropriate money to the City/County Landfill Committee earlier this year as a backstop for cash flow purposes. He explained that now that the committee has received the $300,000.00 from GFL, based on when we think the transfer station will open and begin generating revenue, it appears the Landfill Committee will not need those dollars. He stated that money will roll back into the reserves at the end of the fiscal year.

Member Reneau asked if that would be in the general fund.

Mr. Sorrel advised that it is the solid waste management fund.

Motion Carried. (12-0)
