West Peoria Land Use Committee discusses heights for secondary structures

Meeting 10

The city of West Peoria Land Use Committee met May 18.

The land use committee is a standing committee of the West Peoria City Council.

Here are the minutes of the meeting as provided by West Peoria:

A regular meeting of the West Peoria Land Use Committee was held at West Peoria City Hall located at 2506 W. Rohmann Ave., West Peoria, on May 18, 2016 at 6:30 p.m.

1. Call to Order

Chair Dohm called the meeting to order to 6:30 p.m.

2. Roll Call 

Members present were Chair Dohm, Alderperson Barnes and Alderperson Thomas. Also present were Code Enforcement Officer Wallace, Alderperson Reagan and City Clerk Silver.

3. Additions to/or Deletions to Agenda 

City Clerk Silver presented two additions to the agenda from the Public Safety Committee meeting on May 17, 2016. The additions will be outlined under new business.

4. Approval of Minutes – April 20, 2016 

Alderperson Barnes made a motion to approve the minutes of the April 20, 2016 meeting, Alderperson Thomas seconded the motion. Motion carried.

5. Review of Monthly Financial Report 

Alderperson Barnes made a motion to receive and file the financial report dated March 31, 2016, Alderperson Thomas seconded the motion. Motion carried.

6. Public Comment 

No public comment was offered.

7. Legal Action/Nuisance Properties 

Code Officer Wallace noted that compliance with a fence violation on Callender is underway and the committee discussed the challenges with the property. Chair Dohm reported that the property on Nebraska owned by the city is in violation of city code for grass, Code Officer Wallace will follow up. The committee discussed the property and plans to demolish the structure on it.

The committee discussed construction of structures that required permitting, Code Officer Wallace reported that he followed up on one property and a permit is in progress. Another property was discussed and Code Officer Wallace stated he will follow up. A third violation was brought up, the committee discussed the details and no action was recommended.

Community Litter Pickup initiative is still pending confirmation. The committee also discussed submissions of safety messages for the WP News during construction season.

12. New Business

Chair Dohm brought up the topic of aluminum siding deterioration referenced from additions to the agenda. Dohm noted this topic was for discussion only. The committee debated the city's options, what best served the residents, number of occurrences throughout the city. The consensus of the committee was to table the issue for the time being but in the meantime to use the paint program and residential reimbursement programs to encourage residents to make the improvements.

Heights of secondary structures were also an addition to the agenda. Chair Dohm outlined the current state of the code in regards to height and asked for suggestions to the existing code for building permits. There are concerns about how accessory structures are to be used, namely that two dwellings on a single property are not allowable without special use permits. The committee directed City Clerk to keep this on the agenda for the next Land Use meeting.

13. Public Comment

Alderperson Reagan presented a concern about boundaries of the city, specifically properties on Southport Road and the committee discussed the resources available and determined methods to investigate individual properties. Clerk Silver is following up on the inquiry.

Alderperson Barnes made a motion to adjourn the meeting at 7:45 p.m., Alderperson Thomas seconded the motion. Motion carried unanimously by voice.
