Hanna City Council authorizes annexation agreements

The village of Hanna City Council met Aug. 16 to authorize annexation agreements.

August 16, 2016

The Regular Council Meeting was called to order Mayor Winterroth at 7:30 p.m. with pledge to the flag and a moment of silence to honor those serving our country. Present: Trustees Pahl, Weaver, Hoopingarner, Johnson & Stear … Attorney Connor, Engineer Lott, Treasurer Braden and Clerk Klatt.

At 7:31 Trustee Weaver made motion to open Public Hearing on a proposed annexation agreement with owners seeking to annex property with tax identification number: PIN: 16-12-300-004, 328 Pinkerton Road, Hanna City, Illinois 61536 (Stray Animal Midway Shelter) and PIN: 16-08-426-005, 119 S. Isbell Street, Hanna City, IL 61536 (Mildred Isbell, Jeannie McCoy and Donna Sipes) … seconded by Trustee Johnson … hearing opened. With no public present or any questions, Trustee Johnson made motion to close public hearing at 7:35 p.m. … seconded by Trustee Pahl. all ayes … hearing closed.

Guests: Eric Jones, Auditor … auditor updated Council on status of Audit … and noted types of things that Council should be looking for on Treasurer's Reports each month. He asked why Council didn't take funds for property purchased across the street from Village Hall from Waterworks Funds instead of General Fund. After discussion, Council direction to the Treasurer is to decrease waterworks fund and increase general fund for amount of land and demolition at 106 N. First Street. Clerk will research why MFT program was budgeted for $41,000 but spent $54,448.25. Village is doing well. Auditor answered questions from Council before departing.

Minutes: Trustee Weaver made motion to approve the minutes of the regular meeting on

August 2, 2016 … Seconded by Trustee Pahl … all ayes … motion carried.

Treasurer’s Report: After discussion, Hoopingarner made motion to accept Treasurer’s Reports and pay all outstanding bills. Stear seconded. ROLL CALL VOTE: Hoopingarner: yes, Johnson: yes, Stear: yes, Pahl: yes, Weaver: yes … motion carried.

Engineer's Report (Lott): Main Street Project: Engineer Lott reported pre-construction meeting has been set with Farnsworth and UCM for Monday, August 22, at 10:00 a.m. at Village Hall … Council is invited to attend. After discussion, Weaver made motion to approve agreement with Farnsworth for overseeing of Main Street Project … Pahl seconded … ROLL CALL VOTE: Johnson: yes, Stear: yes, Pahl: yes, Weaver: yes, Hoopingarner: yes … motion carried.

Dollar General: New sewer line behind Casey's has been repaired and tested … final walk through needed before Village acceptance … hopefully by next meeting.

Attorney’s Report (Connor): Johnson made motion to approve Ordinance 16-08-02 authorizing the entry into an annexation agreement for the Stray Animal Shelter property, PIN: 16-12-300-004, 328 Pinkerton Rd., Hanna City … Hoopingarner seconded … ROLL CALL VOTE: Stear: yes, Pahl: yes, Weaver: yes, Hoopingarner: yes, Johnson: yes … motion carried. Johnson made motion to approve Ordinance 16-08-03 authorizing the entry into an annexation agreement for the Isbell, McCoy, and Sipes property, PIN: 16-08-426-005, 119 S. Isbell St., Hanna City … Weaver seconded … ROLL CALL VOTE: Pahl: yes, Weaver: yes, Hoopingarner: yes, Johnson: yes, Pahl: yes … motion carried.

Finance (Hoopingarner): After discussion, Stear made motion to approve $48.00 for ad in Farmington High School's 2016-2017 Fall & Winter Sports Programs same as last year … Pahl seconded. ROLL CALL VOTE: Weaver: yes, Hoopingarner: yes, Johnson: yes, Stear: yes, Pahl: yes … motion carried.

Sewer (Pahl): Nothing more than previously reported.

Streets & Alleys (Weaver): Weaver approved Invoice 00044669 from Leman Precast in amount of $65.00 for riser ring at Hanna and First Streets to be paid from MFT funds.

Police & Planning (Johnson): Received 9 incident reports.

Water (Vacancy): Five checks from escrow account totaling $275.00 were approved by Mayor Winterroth.. Twenty-six shutoff notices were sent out totaling $3,733.60 … sold approximately 2,442,513 gallons of water … bulk water sales totaled $247.00. Attorney will work with Water Clerk Pluskwik on lien for property delinquent in large amount on sewer only. After discussion, Pahl made motion to approve Water Clerk Pluskwik attending LOCIS training seminar on September 28, 2016 in Decatur at a cost of $150 plus ordinary and customary expenses … Weaver seconded. ROLL CALL VOTE: Hoopingarner: yes, Johnson: yes, Stear: yes, Pahl: yes, Weaver: yes … motion carried.

Buildings & Grounds (Stear): Stear made motion to approve quote up to $4500.00 from Horwitz Construction for concreting aggregate storage bins to keep rock and cinders out of dirt … Pahl seconded. ROLL CALL VOTE: Johnson: yes, Stear: yes, Pahl: yes, Weaver: yes, Hoopingarner: yes … motion carried. After discussion, Stear made motion to approve up to $1010.00 for replacement of "Welcome to Hanna City" sign by Vital Signs … Pahl seconded. ROLL CALL VOTE: Stear: yes, Pahl: yes, Weaver: yes, Hoopingarner: yes, Johnson: yes … motion carried. Stear will research cost for graphic design on two sides when only one side is needed.

Other: Mayor has approved Anthony Fryxell to fill existing trustee vacancy on Council pending Council approval. Stear made motion … seconded by Johnson to approve Mayor's appointment of Anthony Fryxell … all ayes … motion carried.
