The West Peoria City Council met Nov. 22 to receive committee updates.

Call to order
Mayor Dillon called the meeting to order at 7:00 p.m.
Pledge of allegiance
The pledge of allegiance was led by Mayor Dillon.
Roll call
Members present were Mayor Dillon, Alderpersons Thomas, Meismer, Reagan, Barnes, Ganson, Martindale and Silver. Also present were City attorney Connor, videographer Reinhart, Scouts Ted Lewis and Blandon Langfeld and Clerk Silver. Absent were Alderpersons Dohm and Thomas.

Approval of minutes - November 8, 2016
Alderperson Barnes made a motion to approve the minutes of the November 8, 2016 meeting with no corrections. Alderperson Reagan seconded the motion.

Mayor's report
Mayor Dillon reported a vehicular accident on Sterling where the car was abandoned in the front entrance of Koenig Body. Dillon mentioned small business Saturday and encouraged individuals to shop local. Mayor Dillon noted changes to the scheduling and representation for a property on Rohmann in legal proceedings where the property has been sold by the bank. New trees have been planted at the Welcome wall.

Committee reports
a. Finance committee
Chair Meismer reported the committee last met on Tuesday, November 1, 2016. The committee next meets on Tuesday, December 6, 2016 at 5:30 p.m. at City Hall.
b. Land use committee
Alderperson Barnes reported the committee last met on Wednesday, November 16, 2016. The committee discussed solutions with nuisance properties, litter program and power source challenges. The committee next meets on Wednesday, December 21, 2016 at 6:30 pm. at City hall.
c. Public safety committee
Chair Ganson reported the committee last met on November 15, 2016. The committee discussed nuisance properties, wrong way parking basketball hoop ordinance violations, and PCAPS reporting. The December 20th, 2016 meeting committee has been cancelled. The committee next meets on January 17, 2016 at 6:30 p.m.
d. Transportation committee
Chair Silver reported the committee last met on Thursday, November 10, 2016. The committee discussed emergency pipe repairs at Callender and Waveryly as well as the storm sewer project in the planning stages for the next construction season. The committee next meets on Thursday, December 8, 2016 at 6:30 p.m.

a. Motion to approve the amount of $163,050.00 as the estimated annual tax levy was made by Alderperson Meismer. Alderperson Reagan seconded the motion.

b. Motion to approve purchase order for invoice #2288 in the amount of $23,800.36 to Hermann and Associates, LLC for Callender and Waverly storm sewer project (line item 15-00 532) was made by Alderperson Silver. Alderperson Reagan seconded the motion.

c. Motion to approve ordinance 2016-14, An ordinance lowering the special service area tax on property located in special service area 2015-01 West Peoria, IL, and amending ordinance number 2015-27 accordingly was made by Alderperson Meismer. Alderperson Barnes seconded the motion.
Discussion: Mayor Dillon outlined the dollar amount for the project went to the county before the project was completed before the amounts that the city covers, like handicap curbing. Once the error was discovered, the ordinance was written to correct the amount to the residents.
