CALL TO ORDER Debra Dyer called the meeting to order at 2:02 p.m. A quorum was present.
APPROVAL OF MINUTES MOTION: Janet Ahern made a motion to approve the minutes from September 27, 2016.
Mark Holzberg seconded the motion, and a unanimous vote from the remaining board members carried the motion.
FOLLOW UP
Richard Epstein. Evaluation of DCFS Therapeutic Foster Care.
Researcher sent requested program plans for review by the board. Board had no follow up comments.
MOTION: Janet Ahern motioned to approve the proposal.
Arricka Newingham seconded the proposed motion, Paula Jaudes abstained and a unanimous vote from the remaining board members carried the motion.
Friedhelm Wulczyn. Racial Differences in Running Away from Foster Care: Structural Inequalities Embedded in the Use of Congregate Care.
Researcher sent the full proposal.

NEW PROPOSALS
Amy Dworsky. NYTD Support.
Why are they only starting at 17? They are only requesting to interview 12-15 children that were 17 years old. What data are the researchers going to get from just 12 youth? What are the kids going ot know about what they are trying to measure?
Does the data go to Chapin Hall as to whether they fill out the survey or not?
Research proposal is being tabled until Mark Holzberg can review.

Robin Valenzuela. Unfit: Non-Citizen Mothers and the Child Protection System.
IRB from Indiana University is needed.
Need proposal summary form.
We don’t know if our families are undocumented. DCFS refers them to the Mexican Consulate. We give them the contact information of the parent, child and the caseworker.
Unfit – not a good choice of words, not culturally sensitive.
Question asked of participants are very subjective to interpretation.
We do not have a contract with the Latino Resource Institute.
Research proposal is being tabled until Mark Holzberg can review and speak with the researcher.

Ram Yogev. IMPAACT 2007 – Phase I Safety and Pharmacokinetic Study of Maravicor in HIV-1 Exposed Infants at Risk of Acquiring HIV-1 Infection, Version 1.0, April 13, 2016.
Don’t have the kids at birth. It can take up to 6 months to get guardianship. DCFS will not approve the usage of experimental drugs. Mother cannot consent to anything after the child has come into care.
New drugs to identify safety (Phase I drug).
Medical side effects/issues.
Dr. Jaudes will speak with Dr. Yogev.

OTHER
Review/Updating of Procedure 432 Research Involving Children and Families Served by the Department. Brooke and Debra connected with Bradley Mansfield regarding how to do revisions. Once we finalize any suggestions we have for revisions, we will connect with their office and they will assign someone to work with us on the next steps. We will work on reviewing and revising (if necessary) this procedure at the January meeting.
Protocol on Changing a PI on an already approved research proposal. Notification is given to board on who the current PI is and the proposed PI. This information will be forwarded to the board for review. Arricka forwarded some information for the board to look at regarding other entities and how they handle changes in PI notifications. Board will review and discuss at the next meeting.
