Village of Glasford Board of Trustees met Jan. 19.

Here is the minutes as provided by the Board:

The regularly scheduled meeting of the Village Board of Glasford was convened at 7:00pm.  

In attendance were Mayor Rudd, Clerk Stetler, Trustees Allen, Bailey, Kingsley, Pilgrim, Schoenbrun and Whaley. Also in attendance was Chief Harper, Streets/Maint. Supt. Reimer, Water/Sewer Supt. Brown, Jay Conrad, and Harold Roberts.

Motion to accept December 15, 2016 board meeting minutes made by Allen, 2nd by Pilgrim. 

IBHS is requesting donation for St. Jude Benefit on April 8, 2017.  Discussion followed.  Motion to donate $250.00 to IBHS St. Jude Benefit made by Kingsley, 2nd by Allen.  Roll Call:  Allen – AYE; Bailey – AYE; Pilgrim – AYE; Whaley – AYE; Schoenbrun – AYE; Kingsley – AYE.  All ayes, motion carried.

Jay Conrad informed the Board that Glasford Glory Days is set for September 7th through 10th, 2017.  He also told Board that he is chair of the carnival committee, John T. Kingsley is the co-chair, Nanette Jenkins is secretary and Bob Meyer is treasurer.  Mr. Conrad also asked the Board to consider donating another bicycle for the carnival to be giving away as done for the 2016 Glasford Glory Days.  Mr. Conrad thanked the Board for letting the committee use the Village Hall every 1st Thursday of the month at 7:30pm.

Police report presented and accepted.

December 2016

13   Officer dispatched to 10th & Oak on walking intoxicated male – given ride home.

16   Officer unlocked vehicle (keys left in)

16   Officer dispatched to fight at bar – gone on arrival.

18   Officer dispatched with THFD on unconscious female.

22   Officer towed abandoned vehicle.

24   Officer dispatched to Maple Ridge & Mapleton Rd on car flipped over – nothing found.

25   Officer did compliance check for visiting registered offender – all was ok.

29   Officer dispatched to possible domestic  -  no domestic found – political discussion only.

29   Officer dispatched with multiple county units on a large fight under the Rt 9 bridge.  No fight encountered.

30   Officer dispatched to loud music complaint – turned down.

31   Officer arrested subject for Domestic Battery.

January 2017

1     Officer assisted stranded motorist Rt 24 & Glasford Rd.

11   Officer dispatched with THFD on child in seizure.

11   Officer dispatched with THFD on elderly female fell.

13   Officer dispatched to Rt 24 & Trivoli Rd car crash – nothing found.

15   Officer dispatched to 6th St on a verbal argument

15   Officer dispatched with THFD on a rescue call.

Streets/Maintenance report presented and accepted. 

Supt. Reimer brought to the Board’s attention that he had taken up tile in board room and asked what the Board wanted to for flooring.  Discussion followed.  Matter tabled until spring 2017.

Water/Sewer report presented and accepted.

Supt. Brown reported to the Board that the cost to replace the motor at the lagoon would be $6400.00.  Discussion followed.  Matter tabled until spring 2017.

Supt. Brown also reported to the Board options for improving the water in the Village for dissolved gases and taste potential:

--  Option 1:  Post Treatment (Ground Tank Aeration):  involves addition of either cascade waterfall, compressed air or an aeration unit to stir or filter water.  It is the lowest cost probability for this group of options, but no visualized reduction of operating costs;

--  Option 2:  Pre-Treatment (before filtration):  involves using aeration to remove gases and pre-oxidized filtered minerals we do now for reduction in chlorine costs, possible HMO costs and filter media life.  Would involve an addition of a either cascade waterfall, compressed air or an aeration unit to stir or filter water; Significant cost probability for this group of options for engineering and construction costs; would be a better return on investment due to operation cost to reduce chlorine usage, possible HMO usage and possible filter media life increase.

--  Option 3:  T & L Rural Water Hook Up:  which involves blending of water and starting to obtain the needed infrastructure if that is the future route.

Discussion of the options for water treatment followed.  Supt. Brown to look into costs more closely and report back to Board. 

Motion to suspend the meeting for a break at 8:12pm made by Schoenbrun, 2nd by Allen.   Roll Call:  Allen – AYE; Bailey – AYE; Pilgrim – AYE; Whaley – AYE; Schoenbrun – AYE; Kingsley – AYE.  All ayes, motion carried. 

Meeting resumed at 8:18 pm.

Treasurer’s report presented and accepted.

Motion to pay bills and outstanding AmerenIL, Direct Energy and Visa bills was made by Schoenbrun, 2nd by Whaley.  Roll Call:  Allen – AYE; Bailey – AYE; Pilgrim – AYE; Whaley – AYE; Schoenbrun – AYE; Kingsley – AYE.  All ayes, motion carried.

Clerk Stetler presented to the Board that the garbage contract with Quality Disposal was due to end on June 30, 2017 and if they wanted to continue with Quality Disposal or put out for bid.  Discussion followed.  Clerk Stetler to contact Quality Disposal and report back at February 16, 2017 meeting.

Committee reports presented and accepted.

Trustee Pilgrim presented to Board his findings for the annexation process and what it would entail.  Discussion followed.  Pilgrim to keep looking into process and report back at later date.
