Village of Glasford Board of Trustees met Feb. 16.

Here is the minutes as provided by the Board:

The regularly scheduled meeting of the Village Board of Glasford was convened at 7:00pm.  In attendance were Mayor Rudd, Clerk Stetler, Trustees Allen, Bailey, Schoenbrun and Whaley. Trustees Kingsley and Pilgrim were absent.  Also in attendance was Chief Harper, Streets/Maint. Supt. Reimer, Water/Sewer Supt. Brown, Harold Roberts, Jay Conrad, Nanette Rudd, John Rudd, Karri Dries, Greg Dries, Joe Howard, Abby Howard and Evan Fink.

Motion to accept Jan. 19, 2017 minutes made by Schoenbrun, 2nd by Allen.  Roll Call:  Allen – AYE; Bailey – AYE; Whaley – AYE; Schoenbrun – AYE.  All ayes, motion carried.

Jay Conrad reported to the Board that no new info on 2017 Glasford Glory Days available at this time.

Jay Conrad asked of the Board if there was anything in the works for unsafe buildings on Main Street.  Discussion followed.

Jay Conrad voiced his opinion regarding a Glasford Police Officer pulling him over seven years ago.  Discussion followed.

John Rudd requesting to be put on March 16, 2017 agenda for upcoming events on Main Street.

Greg Dries voiced his opinion on hearsay regarding Glasford Police Department and asked about procedure to file a complaint against an officer.  Discussion followed.  Clerk Stetler provided police complaint forms for the audience.

Police report presented and accepted.

January 2017

18        Officer wrote Village Ordinance for possession of Marijuana <2.5g

20        Officer took noise complaint

21        Officer dispatched to 6th St on trouble with male – no one there.

21        Officer returned to 6th St – complaint of people on the roof.

25        Officer dispatched with THFD on a rescue call.

27        Officer dispatched to 24 & Trivoli Rd on car vs deer – no county or state available.

31        Officer arrested subject on felony warrant.

February 2017

8          Officer arrested subject for DUI – written warning for defective tail light.

12        Officer dispatched with Il State Police on a traffic crash Rt 24

12        Officer dispatched to a noise complaint.

Streets/Maintenance report presented and accepted. 

Water/Sewer report presented and accepted.

Supt. Brown reported to Board that the estimate for cleaning the inside of the water tower would be $2860.00 per day from Niles Industrial.  Brown informed Board that it probably be a one-day process.  Discussion followed.

Motion to accept Niles Industrial estimate for $2860.00 per day to clean the inside of the water tower made by Schoenbrun, 2nd by Allen.  Roll Call:  Allen – AYE; Bailey – AYE; Whaley – AYE; Schoenbrun – AYE.  All ayes, motion carried.

Supt. Brown reported to Board the quote from Koener Electric $7980.00 for well #2 electrical work.  Discussion followed.

Motion to accept Koener Electric’s quote for $7980.00 for well #2 electrical work  made by  Whaley, 2nd by Schoenbrun.  Roll Call:  Allen – AYE; Bailey – AYE; Whaley – AYE; Schoenbrun – AYE.  All ayes, motion carried.

Treasurer’s report presented and accepted.

Motion to pay bills and outstanding AmerenIL, Direct Energy, BP Oil and Visa bills was made by  Bailey, 2ndby Schoenbrun.  Roll Call:  Allen – AYE; Bailey – AYE; Whaley – AYE; Schoenbrun – AYE.  All ayes, motion carried.

Motion to permanently transfer $4000.00 to Police Fund was made by  Bailey, 2nd by Schoenbrun.  Roll Call:  Allen – AYE; Bailey – AYE; Whaley – AYE; Schoenbrun – AYE.  All ayes, motion carried.

Committee reports presented and accepted.

Trustee Bailey informed Board that Kelli Geier wants to be annexed into the Village limits.  Discussion followed.  Bailey to inform Kelli Geier to submit written request and procedure will begin as soon as written request is received.

Mayor Rudd presented avenues for obtaining revenue for water and sewer.  Matter tabled until March 16, 2017 meeting.

Clerk Stetler presented request of resident to move the water/sewer & garbage billing until the 14th of the month.  Discussion followed.  No motion to change the due date of water/sewer & garbage bills was made.  No changes will be made to the due date.

Clerk Stetler presented request of property owner to require a deposit for water/sewer & garbage to offset costs for landlords when tenants leave without paying final bill.  Discussion followed.  No motion to require a deposit for water/sewer & garbage bills was made.  No changes to be made to deposit requirement.

Clerk Stetler asked the Board if mowing was to be put out for bids for 2017.  Discussion followed.  Mowing for the 2017 season to be put out for bids and due on March 16, 2017 by 5pm.

Clerk Stetler asked the Board if there was to be a clean-up day for spring 2017.  Discussion followed.  Clerk to reserve dumpsters from Quality Disposal for May 20, 2017 from 7am to 11am.

Clerk Stetler asked the Board if a new printer could be purchased for clerk’s office.  Discussion followed.  Clerk to present printers and prices at March 16, 2017 Board meeting.

Motion to enter executive session at 7:22pm pursuant to The Open Meetings Act, 5 ILCS 120 (c)(3) to discuss personnel and review executive session minutes made by Allen, 2nd by Schoenbrun.  Roll call… Allen – AYE;  Bailey – AYE; Schoenbrun – AYE; Whaley – AYE.  All ayes,   motion carried.

Motion to exit executive session at 7:35pm and resume regular board meeting made by Allen, 2nd by Schoenbrun.  Roll call… Allen – AYE;  Bailey – AYE; Schoenbrun – AYE; Whaley – AYE.  All ayes,   motion carried.
