Village of Tremont Board met April 17.

Here is the minutes as provided by the Board:

Trustee Zuercher moved to approve the minutes for the regular meeting of April 3, 2017,

and Getz seconded.

AYES: All NAYS: None Motion carried.

Trustee Zuercher moved to approve the April 3 Executive Session minutes, and Replogle

seconded.

AYES: All NAYS: None Motion carried.

BILLS

Trustee Zuercher moved to approve all bills incurred since April 3, and Getz seconded.

AYES: All NAYS: None Motion carried.

Trustee Replogle reported that a resident owning backyard chickens was cited and given

ten days to extricate them from the property.

Trustee Harding moved to transfer $10,862.87 from General Savings to Police

Operations Checking to cover bills and payroll. Zuercher seconded.

AYES: All NAYS: None Motion carried.

President Bong informed the Board that Well #6 was up and running, pumping as much

as 500 gallons per minute.

John Vezzetti, Vice President of Bernardi Securities, was in attendance to present an

introduction to Bernardi Securities and illustrate how they could help the Village to

secure municipal bonds in order to finance infrastructure updates and repairs.

Vezzetti discussed:

1. Distribution capabilities

2. Disclosure assistance

3. Current market conditions

4. Debt overview

5. Hypothetical rates and timelines

6. Debt financing issuance types

The Board was urged to review the handouts, ask questions and prepare to make

decisions in the near future.

Following brief discussion and property identification, Trustee Replogle moved to

approve 4 variance for 326 S. West Street requested by Kendall and Kerri Martin by

variance request permit dated February 15, 2017. Scranton seconded.

AYES: Scott, Replogle, Zuercher, Harding NAYS: Scranton, Getz

Motion carried.

Trustee Scranton moved to approve 5 variances for 328 S. West Street requested by

Kendall and Kerri Martin by variance request permit dated February 15, 2017.

Getz seconded. (Since this was denied by the Tremont Zoning Board, it would take a

super majority to over-ride)

AYES: Scott, Replogle, Zuercher, Harding, Bong NAYS: Scranton, Getz

Motion carried.

Andy Schwenk, representing both himself and Josh Weer, fielded questions concerning

the four lots located on extended South Street. Questions concerned access to these lots

as well as water/sewer hook-ups. Ownership of the cemetery lane was also questioned.

No action was taken due to further research needed.

Dan Steinbach was present to air concerns about a neighbor’s fence as to its height and

proper permit to build. The Board assured Steinbach that the situation is currently under

examination.

Trustee Zuercher moved to approve the Liquor Commission’s granting of licenses to

Casey’s, Prairie Inn, 121 Club, Perdue’s, Jack’s Café, Tremont Liquor and Smoke Shop,

Stop 24 Mart, Diesel Dick’s and Big Art’s Yokel. No class changes were made.

Replogle seconded.

AYES: All NAYS: None Motion carried.

Trustee Scranton moved to approve the Liquor Commission’s granting of two separate

one-day outdoor licenses for events to be held July 21 and 22 at Big Arts’ Yokel, one for

retirement and one charity event for ALS. Getz seconded.

AYES: All NAYS: None Motion carried.

In final business, two decisions were made regarding Bassett Training in Tremont to be

conducted by Police Chief Mike Dodwell and Captain Nate Troyer.

Trustee Zuercher moved to set the attendance cost at $20 per head

and Getz seconded.

AYES: All NAYS: None Motion carried.

Trustee Zuercher moved to direct Attorney Wherry to draw up an

ordinance requiring Bassett Training for all off-premise clerks and

sales persons. Replogle seconded.

AYES: All NAYS: None Motion carried.

Dan Parr had some final comments concerning odd lot sizes in the Village. He offered

suggestions as to reconsidering certain parts of the code and doing away with PINs and

using blocks for properties.

Motion to adjourn Adjourn at 8:30 PM.
