Here is the minutes as provided by the Council:

PLEDGE

The City Council meeting was opened with the Pledge of Allegiance led by Mayor Dearborn.

CALL TO ORDER

The regular meeting of the City Council was called to order at 7:00 P.M. by Mayor Dearborn.

ROLL CALL

The following Aldermen were present for Roll Call: Alderman Little, Neumann, Conlin, Bradford, Neuhaus, and Krus.

Also present were Clerk Worent, Treasurer Babb, Police Lieutenant Hall, Fire Chief Fortier, Public Works Director Ghidina, Attorney Tibbs, Office Manager Minson, and Deputy Clerk Ratliff.  

Absent: Police Chief Elliott and Engineer Good.

PRESENTATION OF JOURNAL OF PROCEEDINGS

Alderman Neumann made a motion, seconded by Alderman Little to approve the regular minutes of March 27, 2017. Roll Call Votes: Ayes-Alderman Neumann, Little, Neuhaus, Conlin, Krus, and Bradford. Nays – none. Motion passed.

Alderman Bradford made a motion, seconded by Alderman Neuhaus to approve the March 27, 2017 executive minutes. Roll Call Votes: Ayes-Alderman Bradford, Neuhaus, Conlin, Little, Neumann, and Krus. Nays – none. Motion passed.

REPORTS OF CITY OFFICIALS

Mayor

No report.

Clerk

New metal name plates are being ordered for all council members.

Groveland Township meeting will be held in our council chambers on Tuesday, April 11th from 6:00 p.m. – 9:00 p.m.

Treasurer

No report.

Attorney:

Per city’s request, the ordinance to annex 100 Lincoln Road has been prepared and delivered. We will need to file this with the Tazewell County Recorder of Deeds after council approval.

City Engineer:

Absent. No report.

Communications:

None.

CITIZENS WISHING TO ADDRESS THE COUNCIL

Todd Ingles, 300 Hamilton Road, spoke about a mowing lien placed on his property in 2013. He was not notified the grass was in excess of 8 inches tall, giving the city authority to mow and place a lien. Per Mayor Dearborn, our past practice was to mow without notification. The procedure for mowing will be looked into. Mr. Ingles inquired if the city would pay part of the monies owed to the Tazewell County Clerk’s office to pay and get the lien released. Mayor Dearborn said council will let him know.

REPORTS OF STANDING COMMITTEE

Water and Sewer – Alderman Krus

Well #6 update: A part that that is needed should arrive at week’s end. Plans are to get it installed early next week. We are waiting for insurance to determine payment for the damaged generator at Well #6.

Law Enforcement – Alderman Bradford

March report is on file at city office.

Officer Schwenk has completed crisis intervention training.

Squad 13-2 has radiator repairs being done. Squad 3-1 has water line issues.

Streets  -  Alderman Conlin

No report.

Public Buildings/Parks – Alderman Neuhaus

Hail damaged roof repairs are being done. Roofs at Liberty Hall, salt building, Logan generator building, Logan Lift Station and Briarwood Boost Station are completed. The roofing contractors compliance with safety harness’ requirements will be verified.

Fire – Alderman Neumann

No report.

Finance

Alderman Little made a motion, seconded by Alderman Krus, to approve paying the bills: General Fund: $67,138.17, Motor Fuel: $-0-, Wheel Tax: $-0-, Water: $16,105.52, Sewer: $17,162.46, Water Replace: $-0-, IMRF: $2,163.90, and Social Security: $2,121.54. Roll Call Vote: Ayes – Alderman Little, Krus, Bradford, Neuhaus, Conlin, and Neumann. Nays - None. Motion passed.

Planning

The Planning Commission would like to have a meeting on Monday, April 17th at 6:30 p.m. in the council chambers.

OLD BUSINESS

NEW BUSINESS

1. Approve purchase of boxes for service truck

Alderman Krus made a motion, seconded by Alderman Little to approve a payment not to exceed $1,820.00 to PAFCO for two tool boxes for water service truck. Roll Call Vote: Ayes: Alderman Krus, Little, Neuhaus, Neumann, Bradford, and Conlin. Nays: None. Motion passed.

2. Approve Emergency Medical Supplies payment

Alderman Neumann made a motion, seconded by Alderman Neuhaus to approve a payment not to exceed $633.97 to Emergency Medical Products (to maintain stock). Roll Call Vote: Ayes:  Alderman Neumann, Neuhaus, Conlin, Bradford, Little, and Krus. Nays: None. Motion passed.

3. Approve Glassey Properties to do appraisal of land

Alderman Little made a motion, seconded by Alderman Neuhaus to approve a payment not to exceed $800.00 for Glassey Properties to do appraisal of certain city land. Roll Call Vote: Ayes:  Alderman Little, Neuhaus, Bradford, Krus, Conlin, and Neumann. Nays: None. Motion passed.

4. Approve Federation of Police union contract

Alderman Bradford made a motion, seconded by Alderman Neumann to approve the Federation of Police union contract. Contract period: 5/1/2017 to 4/30/2021. Roll Call Vote: Ayes: Alderman Bradford, Neumann, Conlin, Krus, Neuhaus, and Little. Nays: None. Motion passed.

5. Approve payment to ICC for police training

Alderman Bradford made a motion, seconded by Alderman Neumann to approve payment not to exceed $693.00 to ICC for police training.  Roll Call Vote: Ayes: Alderman Bradford, Neumann, Krus, Neuhaus, Little, and Conlin. Nays: None. Motion passed.

6. Approve payment to Rocky Top Roofing & Construction

Alderman Krus made a motion, seconded by Alderman Bradford to approve payment not to exceed $800.00 to Rocky Top Roofing & Construction for replacing the plywood sheeting on the Logan Lift Station Building. (Sewer Savings/Insurance claim-hail damage). Roll Call Vote: Ayes: Alderman Krus, Bradford, Little, Neumann, Conlin, and Neuhaus. Nays: None. Motion passed.

7. Approve payment to F.L. Sons Fire Equipment

Alderman Krus made a motion, seconded by Alderman Bradford to approve payment not to exceed $971.00 to F.L. Sons Fire Equipment for water department annual maintenance/fire extinguisher. Roll Call Vote: Ayes: Alderman Krus, Bradford, Neuhaus, Conlin, Little, and Neumann. Nays: None. Motion passed.

CITIZENS WISHING TO ADDRESS THE COUNCIL

None.

ANY OTHER BUSINESS PERTAINING TO THE CITY

None.

Alderman Little made a motion to enter executive session for purpose of discussing possible sale of land, and personnel. Alderman Bradford seconded the motion. Roll Call Vote: All Ayes. Motion passed.

Council exited regular session at 7:40 p.m. and entered executive session.

Council resumed regular session at 7.58 p.m.

After resuming regular session, council discussed fire department budget, and salaries.

ADJOURNMENT

Alderman Little made a motion, seconded by Alderman Bradford to adjourn the regular City Council Meeting at 9:04 p.m.  Voice Vote: All Ayes. Motion passed.
