City of Lacon City Council met April 10.

Public Comment

None

Approval of Minutes

Alderman Modro moved to approve the March 13, 2017 Regular City Council minutes. Alderman Wabel seconded. Roll call: 6 ayes.

Pay Monthly Bills

Alderman Wabel moved to authorize payment of bills as presented. Alderman Jason seconded. Roll call: 6 ayes.

Old Business

Alderman Hattan made a motion to approve FY 2017-2018 Budget as presented. Alderman Modro seconded. Mayor stated the budget includes a 3% raise for employees, but we have not received 2017-2018 Health Insurance premiums yet. Roll call: 6 ayes.

New Business

Mayor Schoof read Proclamation for Sexual Assault Awareness Month, April 2017.

Melinda Cremeens and Wendy Roach addressed the council asking to have a 5K St. Jude Benefit Run on April 30th at 8:00 a.m. which would take about 35 minutes. The run would start in the marina and stay on the south end of town and end at the marina. This would not require any road closures. Alderman Jason made a motion to approve St. Jude Benefit 5K Run for April 30th. Alderman Strawn seconded. Roll call: 6 ayes.

Melinda Cremeens from Speakeasy Package & Pour addressed the council asking to have a River Run on July 15th at 11:00 a.m. They would gather and launch at the Lacon Marina and visit various bars by boat along the river and then return to the Lacon Marina. Melinda stated there would be an entry limit of 25 boats. Alderman Jason made a motion to approve Speakeasy River run for July 15th at the Lacon Marina. Alderman Hoskins seconded. Roll call: 6 ayes.

Terese Cochran from the Lacon Chamber of Commerce asked the council for permission to have their annual Bridge Walk on June 3rd with closure of one lane. Alderman Hattan made a motion to approve IDOT Resolution for temporary closure of one lane on the Lacon Bridge for Lacon Chamber of Commerce Bridge Walk on June 3rd from 9:00 a.m. to 10:00 a.m. Alderman Modro seconded. Roll call: 6 ayes.

Mayor Schoof presented to the council a contract and ordinance for the purchase of the Jean Pelphrey property located at 116 N. High. The contract agrees to pay the seller $30,000 with the seller paying the 2016 real estate taxes and the city paying 2017 real estate taxes. The contract also allows for a $10,000 retainage in the event the existing tenants have not vacated the property by June 15, 2017, there will be $100 per day deduction until property is vacated. Mayor Schoof stated the ordinance allows for the purchase of the property for a public lot and for the Mayor to sign the contract. Dean Poignant a neighbor adjacent to the property informed the council that the bushes are located on his property and asked if the city plans on installing a fence between the properties. It was stated there are no plans at this time. Alderman Jason made a motion to approve Ordinance 2017-4 for the Purchase of Real Estate on Sixth Street for a Public Lot. Alderman Wabel seconded. Roll call: 7 ayes.

Alderman Reports

Alderman Wabel reported Marshall County will be holding an electronics collection April 21st and 22nd in Toluca.

Alderman Hattan reported there was a water leak at 9th and N. Prairie Street, we will expose the leak and see if the fix will need to be outsourced. Also an engineer from Chamlin who specializes in waste treatment plants has looked at the oxidation ditch and made a suggestion for fixing or a new design.

Alderman Jason reported he received a complaint about the Lacon First National Bank sidewalk and curb. Alderman Strawn stated the bank sidewalk and curb is slated for repairs in FY 17-18 budget.

Clerk Anderle reported Classic Flooring will be here the week of April 17th to install new vinyl flooring in the entry way and the restroom at City Hall. We received the approval letter from NCICG for the Sidewalk Assessment Grant. Kendall Cramer from NCICG will be attending our May meeting. Also, the final invoices have been sent to DCEO for the LED light rebate.

Mayor Schoof reminded everyone the May meeting will be on the third Monday.
