West Peoria City Council met June 27.

Here is the minutes provided by the Council:

1. Call to Order

Mayor Dillon called the meeting to order at 7:00 p.m.

2. Pledge of Allegiance

The pledge of allegiance was led by Mayor Dillon.

3. Roll CaII

Members present were Mayor Dillon and Alderpersons Dohm, Thomas, Meismer, Reagan, Barnes, Siewert, Martindale and Silver. Also present were City Administrator Krider, City Attorney Connor, City Treasurer Main, Videographer Reinhart, John and Trudy Deal, Township Supervisor Kennedy and Clerk Silver.

4. Public Hearing

The purpose of this public hearing is for the West Peoria City Council to consider establishment of a Special Service Area SSA 2017-1 Calendar Year 2017 and the levying of a real estate tax within the same with a proposed amount of S7,000 for Special Service Area 2017-1 as published in the Peoria Journal Star.

a. Motion to Open Public Hearing-Motion to open public hearing was made by Alderperson Silver and seconded by Alderperson Barnes at 7:02 p.m.

b. Swearing in of Witnesses - No witnesses came forward for swearing in. 

c. Presentation - Attorney Connor explained this was the second hearing in the process required by state law to establish a special sidewalk assessment. 

d. Other Witness Testimony - No additional testimony was presented. 

e. Alderperson Silver made a motion to close the public hearing at 7:06 p.m. Alderperson Barnes seconded the motion.

5. Additions to/or Deletions from Agenda

No additions or deletions of the agenda were offered.

6. Approval of Minutes - June 13, 2017

Alderperson Thomas made a motion to approve the minutes of the June 13, 2017 meeting. Alderperson Barnes seconded the motion. Discussion: No discussion.

7. Community Police Report

No community officer was present to report.

8. Treasurer's Report

Treasurer Main distributed the Treasurer's Report dated April 2017 and announced that the city audit would be performed on July 18 and 19, 2017. Alderperson Meismer made a motion to receive and file the treasurer's report. Alderperson Reagan seconded the motion.

9. Mayor's Report 

Mayor Dillon reported a meeting with the Hindu Temple road project developer and outlined entrance challenges to the property and how that would be overcome. Abatement of environmental violations is being worked on. Parade plans were outlined, including additions to the lineup and weather conditions.

a. Motion to approve payment of Purchase Order #13274 for patching Sterling, Rohmann and Heading in the amount of $8,986.00 to Midwest Asphalt Repair (01-41-860) was made by Alderperson Silver. Alderperson Barnes seconded the motion.

14. Executive Session - ILCS 2(c)(3) Appointment of Public Officers - The selection of a person to fill a public office, as defined in this Act, including a vacancy in a public office, when the public body is given power to appoint under law or ordinance, or the discipline, performance or removal of the occupant of a public office, when the public body is given power to remove the occupant under law or ordinance. Alderperson Dohm made a motion to go into Executive Session at 7:35 p.m. Alderperson Reagan seconded the motion.

Motion to return to regular session was made by Alderperson Silver. Alderperson Reagan seconded the motion.

Alderperson Silver made a motion to appoint Cassie Zell to the Planning Commission. Alderperson Reagan seconded the motion.
