Authority Members Present for Roll Call: Linda Daley

Connie Frank Steve Kerr, Vice Chairman Pat Powers Garth Madison Bob Manning, Chairman Matt Ryan Jim Stuttle, Treasurer

Absent from Roll Call: Becky Doubleday

Chairman Manning called the meeting to order at 4:00 p.m. in the Springdale Cemetery meeting room in the Volunteer and Maintenance Building on Tuesday, May 16, 2017. A roll call of Authority members was taken and Chairman Manning announced there was a quorum. Chairman Manning asked all in attendance to please stand and join in reciting the Pledge of Allegiance.

Mr. Manning recognized Susie Smith, past Chairperson, who was in the audience. Ms. Smith will be a keynote speaker at the Memorial Day event on Sunday, May 28, 2017.

Mr. Manning recognized Kent Rotherham for his many years of service to the Springdale Authority and wished him well as he leaves the Authority since being appointed as the Peoria County Auditor. Mayor Ardis has appointed Ms. Linda Daley to be his replacement. Mr. Rotherham thanked the Authority and wished Ms. Daley well in her new capacity as an Authority member. Mr. Manning welcomed Ms. Daley to the Springdale Cemetery Management Authority.

Approval Of April 18, 2017 Regular Meeting Minutes: Mr. Stuttle made a motion to approve the minutes of the April 18, 2017 regular meeting. Ms. Frank seconded. Motion passed by unanimous voice vote.

Public Comment: None.

Presentation Of 2016 Audit: Mr. Steve Perrone of CliftonLarsonAllen presented a PowerPoint overview of the 2016 audit. The audit for the Foundation is still in process and not completed. Mr. Perrone reported the auditing standards used are generally accepted in the U.S. and the opinion was unqualified, which means the financial statements were fairly presented using generally accepted accounting principles. Mr. Perrone also thanked Mr. Murray, cemetery accountant, and the staff for assisting in the gathering of all necessary information needed to complete the audit and that all information he was given was accurate and reliable.

Chairman Manning thanked Mr. Perrone for the presentation, and also Mr. Murray and the cemetery staff for their assistance. Chairman Manning directed that the draft audit report be sent to the IGA partners.

Approval To Receive And File 2016 Audit: Mr. Stuttle made a motion to receive and file the 2016 draft audit report as presented by Mr. Perrone of CliftonLarsonAllen. Mr. Kerr seconded. Motion passed by unanimous voice vote.

General Manager’s Report: Mark Matuszak distributed his report (which is attached hereto and made a part of these Minutes) and answered questions from the Authority.

• Burials for the month - 17 total - 7 full/10 cremains.

• Thanked Susie Smith for attending tonight’s meeting and for agreeing to be one of the keynote speakers at the Memorial Day event that is being planned for Sunday, May 28.

• Records preservation project: at a standstill waiting for a consultant to make recommendations.

• Activity level in the office has increased in the sale of burial space and markers.

• Entrance to pet cemetery was again washed away with the heavy rains and will remain an ongoing problem.

• Monitoring road damage with the City.

• Cell tower hook-up/sewer tile damage claim when line was drilled to the cell tower. Repairs are approximately $6,000 and we will be compensated.

• Develop the Prairie Scattering Garden: Wanted to know what the rules were to developing that area in the Savanna and received a letter from Angela Morehouse and she defined what we can do. We can now move forward and define that piece of property further so we can make it attractive to the public.

• The Newton mausoleum is the last private mausoleum for Don Kettleborough to paint the door. He submitted several ideas for the Foundation to review.

• Additional security cameras at the new front entrance would cost approximately $3,500.

• Prairie Folklore Theatre will perform an additional tour on June 4, 2017 at 3 pm and 5 pm at St. Mary’s Hill. We will assist in promotion of this additional tour.

• Interview with WTVP - Mr. Manning suggested we post this interview to our website if possible.

• Memorial Day Program – Sunday, May 28, 2017 at 2:30 pm. Everyone is invited. The Peoria Garden Club will set up a table and sell fresh flowers to the public on both Sunday, May 28 and on Monday, May 29.

• May 5 – interviewed by Bob Larsen and Tom McIntyre – air date is Tuesday, May 23 at 6 pm news.

• June 9 – making a presentation to downtown Rotary Club.

Report Of Officers:

Treasurer’s Report: Mr. Stuttle reported on checks written in April and reviewed the financial reports with the Authority.

Approval Of Checks Written: Ms. Frank made a motion to receive and file the April 2017 check register and checks written in the amount of $42,239.98. Mr. Kerr seconded. Motion passed by unanimous voice vote.

Approval Of Financial Report: Mr. Ryan made a motion to receive and file the April 2717 financial statements. Ms. Daley seconded. Motion passed by unanimous voice vote.

Report Of Committee Chairs:

Investment/Finance: No report.

Monument Restoration: No report.

Historic Preservation Foundation: Ms. Frank reported Janet Varnes, the Foundation’s only employee, has resigned. She also reported this year funds will be primarily spent on repairing the Bastow Petherbridge steps.

Unfinished Business: None.

New Business: None.

Public Comment: None.

Executive Session: None.

Motion To Adjourn: Motion was made by Ms. Powers to adjourn the regular meeting. Mr. Ryan seconded. Motion passed by unanimous voice vote.

Meeting was adjourned at 4:50 pm.
