City of Peoria Historic Preservation Commission met April 26.

Roll Call
The following Historic Preservation Commission Commissioners were present: Deborah Dougherty, Timothy Herold, Michael Maloof, Lesley Matuszak, Geoff Smith, Thomas Wester, and Chairperson Robert Powers – 7. Absent: None.

Minutes
Commissioner Herold moved to approve the minutes of the regularly scheduled meeting held on November 16, 2016; seconded by Commissioner Matuszak.
The motion was approved viva voce vote 7 to 0.
Chairman Robert Powers requested a moment of silent reflection for former HPC commissioner, Thomas Calister.
Swearing In Of Speakers
Speakers were sworn in by Staff Member Madeline Wolf.
Regular Business Case No. HPC 17-1 Public Hearing on the request of Karina and Joe Marynowski of Cambridge Home Improvement, LLC., for Barb and Dale Bollman, to obtain a Certificate of Appropriateness for roof, gutter, soffit, fascia, and ventilation improvements, for the property located at 1134 NE Glen Oak Avenue (Parcel Identification No. 18-03-152-008), Peoria, Illinois (Council District 3).
Senior Urban Planner, Shannon Techie, Community Development Department, read Case No. HPC 17-1 into the record and presented the case as outlined in the memo. In response to Commissioner Herold’s inquiry, Ms. Techie said both existing and new vinyl will be used.
Chairperson Powers confirmed the three (3) materials that will be used for the improvements; original wood, concrete, and siding.
Chairperson Powers opened the Public Hearing at 8:38a.m.
Karina Marynowski, petitioner, confirmed the vinyl siding in the rear would be removed, repaired, and reinstalled. In response to Chairperson Power’s inquiry, Ms. Marynowski said she would coordinate the new siding with the existing siding. In response to Commissioner Wester’s inquiry, Ms. Marynowski said the roof was dilapidated and required to be replaced, adding the budget did not allow to replace the roof with slate. In response to Commissioner Matuszak’s inquiry, Ms. Marynowski said her professional opinion would be to use the color, “More Black,” for the roof but she looked for a recommendation from the commission.
With no interest from the public to provide public testimony, Chairperson Powers closed the Public Hearing at 8:43a.m.
Discussion: Commissioner Herold supported the project. Commissioner Herold noted the petitioner addressed his initial concern of the vinyl siding in the rear.
Commissioner Matuszak noted the expense of slate and supported the petitioner’s choices. Commissioner Smith supported the project and inquired if the home was currently occupied.
Chairperson Powers conveyed the historic preservation ordinance did not require a literal application and supported the petitioner working with city staff throughout the project as items may arise. Chairperson Powers noted repairing siding did not always work and the petitioner may decide to replace the siding, which he supported. Chairperson Powers said he appreciated the contribution to preserving the home.
Motion: Commissioner Matuszak made a motion to approve the request as proposed; seconded by Commissioner Herold.
The motion was approved by roll call vote. Yeas: Dougherty, Herold, Maloof, Matuszak, Powers, Smith, and Wester –7. Nays: None.
Case No. HPC 17-3 Public Hearing on the request of Mary Griffith of a Certificate of Appropriateness for various Improvements to the house and garage, for the property located at 1631 W. Moss Avenue (Parcel Identification No. 19-08-155-015), Peoria, Illinois (Council District 2).
Senior Urban Planner, Shannon Techie, Community Development Department, read Case No. HPC 17-3 into the record and presented the case as outlined in the memo.
Chairperson Powers opened the Public Hearing at 8:56a.m.
Mary Griffith, petitioner, noted the previous approval to paint the existing aluminum siding and requested to remove the aluminum siding and restore the original clapboard. Ms. Griffith proposed to use manila for the house color, black sashes, and warm white for the trim. Ms. Griffith will apply the original, detailed wood piece on the front door to other parts of the home. Ms. Griffith noted the home improvements would reflect the Queen Ann Cottage aesthetic.
Commissioner Matuszak supported the request.
Commissioner Herold inquired additional time the petitioner may require to complete the improvements. Commissioner Herold suggested using the project for a historic preservation postcard to show the before and after pictures of the improvements.
Ms. Griffith thanked the commission for their enthusiastic support and requested the commission to allow two (2) years to complete the requested improvements.
Ms. Techie noted the ordinance stated the work must start one year from the time the Certificate of Appropriateness was issued and did not require the work to be completed.
Commissioner Dougherty supported the project. Commissioner Dougherty inquired the material for the porch railing.
Ms. Griffith said the porch railing would be black coated steel. Ms. Griffith also referred to page 46 in the agenda packet to show the harvesting of the original brick from the rear patio.
With no interest from the public to provide public testimony, Chairperson Powers closed the Public Hearing at 9:10a.m.
Discussion: Commissioners Matuszak and Herold supported the request.
Chairperson Powers noted the improvements and home complimented the historic neighborhood.
Motion:
Commissioner Herold made a motion to approve the request including the railing request, with the addition of an additional year to begin the project; seconded by Commissioner Wester.
Citizens’ Opportunity To Address The Historic Preservation Commission
There were no citizens who wished to address the Historic Preservation Commission at 9:17a.m.
Chairperson Powers made an announcement that if commissioners had pictures for the historic pictorial index to please submit to city staff.
Commissioner Herold made an announcement about the Central Illinois Landmark Commission event for the “Steel House’ Revival,” for more information please visit www.steelhouserevival.com. Commissioner Herold announced an event at Obed and Isaac’s for the recent restoration of the building on May 20th.

Commissioner Matuszak moved to adjourn the Historic Preservation Commission Meeting; seconded by Commissioner Maloof.
