City of Lacon City Council met June 28.

Here is the minutes as provided by the council:

Mayor Ron Schoof opened the meeting with the pledge of allegiance. Answering roll call were

Aldermen: Hattan; Modro; Wabel; Hoskins & Strawn. City Clerk Anderle and Treasurer Davis

were also present. Alderman Jason arrived at 6:08 p.m.

Mayor Schoof presented to the council the options the Finance Committee recommended for the

employees’ health insurance;

Based on the Finance Committee decision on May 31, 2017 employees were given the following

options for healthcare starting July 1, 2017.

1. Keep current plan with employees paying balance of premium after City payment of

$125,000 or ;

2. Select a lower cost health plan with savings under the $125,000 City maximum to be

divided as follows;

1. One half of the savings to be placed in a pool to reimburse employee for deductible

expense during the plan year. This pool to be divided equally between employees at the rate

of 1 share for single coverage, 2 shares for couple and family coverage. If employee share is

not used by June 30, 2018, the balance is to be rolled into total pool for the following year.

2. One half of the savings to be paid to employees as a permanent pay increase.

Mayor Schoof stated the employees have selected United Healthcare Heritage Select AMSH plan at

a total premium cost of $108,951 for one year. This will be a total premium savings of $16,053,

with a pool of $8,026.50 for deductible reimbursement ($730 per share) and $8,026.50 for a pay

increase of $.45/hr for each employee.

Alderman Wabel made a motion to go with Option 2 with the employees using the savings to setup

a pool for deductible reimbursement and a $.45/hr pay increase. Alderman Strawn seconded. Roll

call: 6 Ayes.

Alderman Modro moved to adjourn at 7:19 p.m. Aldermen Jason seconded. Roll call: 6 ayes.
