City of Eureka City Council met July 3.

Here is the minutes as provided by the council:

The Eureka City Council convened in regular session at the City Building on July 3, 2017, at 7:30 p.m. In the

absence of Mayor Scott Zimmer, Mayor pro-tem Milt Hinnen called the meeting to order and led The Pledge of

Allegiance and then directed the City Clerk to call the roll. Present were Aldermen L. Klaus, Getz, Prather,

Germann, Rossetti, Lind, Hinnen and Teegarden. Also in attendance were Lynn Hinnen, Treasurer; Marilyn

Walter, City Clerk; Melissa Brown, City Administrator; Rusty Klaus, Director of Public Works; and Sgt. Kim

Jones.

Moved by Teegarden, second by L. Klaus, to approve the minutes of the June 19, 2017 regular meeting of the

City Council. Passed on roll call vote with Teegarden, L. Klaus, Getz, Prather, Germann, Rossetti, Lind, and

Hinnen all voting Aye.

Moved by Rossetti, second by Lind, to approve minutes of committee meetings held within the month of

June, 2017. Passed on roll call vote Rossetti, Lind, L. Klaus, Getz, Prather, Germann, Hinnen and Teegarden

all voting Aye.

The Mayor pro-tem Hinnen asked for public comments on any action to be taken on Agenda items. There were

none.

Moved by Prather, second by L. Klaus, to approve and pay the bills as the City’s obligation in the amount of

$56,082.76. Passed on roll call vote with Prather, L. Klaus, Getz, Germann, Rossetti, Lind, Hinnen and

Teegarden all voting Aye.

Budget Chair Prather presented the Financial Reports Summary for Fiscal Year 2016-2017. Heinold-Banwart

had many good compliments for the financial shape the City is in and the work done by JJ and Melissa.

Moved by Prather, second by Teegarden, to approve Ordinance 17-08, an ordinance annexing territory to the

City of Eureka, 1007 S. Timber Lane. Germann noted that in his opinion the City should not annex these three

properties until all along this line will come into the City. Passed on roll call vote with Prather, Teegarden, L.

Klaus, Getz, Rossetti, Lind, and Hinnen all voting Aye. Germann voted Nay. Enterprise Committee and the

Administration Committee will need to address this issue of annexation of part of a group of homes.

Moved by Prather, second by Teegarden, to approve Ordinance 17-09, an ordinance annexing territory to the

City of Eureka, 1005 S. Timber Lane. German again voiced opposition to this ordinance. Passed on roll call vote

with Prather, Teegarden, L. Klaus, Getz, Rossetti, Lind, Hinnen and all voting Aye. Germann voted Nay.

Moved by Prather, second by L. Klaus, to approve Ordinance 17-10, an ordinance annexing territory to the City

of Eureka, 109 Orchard Street. German again voiced opposition to this ordinance. Passed on roll call vote with

Prather, L. Klaus, Getz, Rossetti, Lind, Hinnen and Teegarden all voting Aye. Germann voted Nay.

Moved by Germann, second by Prather, to approve delay drawing down Eureka Lake until August 2018. Passed

on roll call vote with Germann, Prather, L. Klaus, Getz, Rossetti, Lind, Hinnen and Teegarden all voting Aye.

Moved by Prather, second by Germann, to approve the purchase of chip seal for Motor Fuel Tax work for Fiscal

Year 2017-2018 from Porter Brothers Asphalt for $129,487.63. Passed on roll call vote with Prather, Germann,

L. Klaus, Getz, Rossetti, Lind, Hinnen and Teegarden all voting Aye.

Moved by Germann, second by Teegarden, to approve the bid from H.J. Eppel of $77,616.00 for the Park Trail

Repaving Project. This bid is 16% higher than the engineer’s estimate of $67,000. Passed on roll call vote with

Germann, Teegarden, L. Klaus, Getz, Prather, Rossetti, Lind, Hinnen and all voting Aye.

Committee Reports:

Chairman Prather of the Budget Committee: Thanked JJ, Melissa, Lynn, and the Budget Committee for their

work in this audit. It was a very positive report from Heinold-Banwart.

Chairman Rossetti of the Administration and Personnel Committee: Rossetti thanked Melissa, Eric Lind, and

Rusty for supporting him and Getz at the Town Hall meeting held in Ward 4. There were around 20 people

there. It was a very good meeting.

Chairman Hinnen of the Enterprise Committee: No report

Chairman Hinnen of the Maintenance Committee: No report

Chairman Lind of the Public Safety Committee: No report

Chairman Germann of the Park and Recreation Committee: Tomorrow is Fourth of July and the celebration at

the Lake. There is a lot going on with vendors, inflatables, meals. Disc Golf Tournament is in August. The Park

looks great.

Chairman Teegarden of the Economic Development Committee: No report

Chairman Mayor Zimmer of the Liquor Committee: Absent

New Business: None

Public Comments: Walter made the Fill the Bus at IGA for the Eureka Area Food Pantry announcement. This

will be from July 2 through July 16.

There being no further business to come before the Council the meeting adjourned at 8:00 p.m
